Public Buildings Service Fire Protection Engineer in Philadelphia, Pennsylvania

Summary As a Fire Protection Engineer, you will be responsible for fire protection engineering, fire safety, emergency preparedness, and damage control programs for all federal owned and leased buildings within Region 3. Location of Position: Public Buildings Service, Facilities Management Division, Philadelphia, PA. We are currently filling one vacancy, but additional vacancies may be filled as needed. Responsibilities This position has job functions that must be executed within specific geographic locations. The official duty station is a federal facility, leased space, or an alternative worksite (typically the employee’s home) within the specified geographic area. If you are selected for this position you will be expected to report to the duty station listed on this announcement within 45 days. At that time, you may be eligible to request to telework one or more days a pay period depending upon the terms of the agency’s telework policy. The major duties of the Fire Protection Engineer GS-0804-14, include but are not limited to the following duties: Establishes and maintains viable fire protection engineering and fire safety programs for the protection of buildings, facilities and occupants against damages and injury from fire, unsafe conditions, and explosions. Maintains and directs a schedule and program for systematic survey, inspection and fire abatement programs. Promotes fire protection engineering awareness through oral presentations at national conferences and seminars and other group meetings and conferences and through written presentations and reports of Section programs and activities. Provides expert advice on specific tasks and makes available written instructions, reference materials, and any other relevant background material on specific assignments. Assures timely accomplishment of the assigned tasks, and assures that each employee has an integral role in developing the final product. Develops criteria for and provides input to agency emergency preparedness plans and provides assistance to assure that plans are workable in an emergency and building facilities provide for incorporation of fire fighting and emergency access/egress from all buildings and facilities. Undergo and pass a background investigation (Tier 2 investigation level). Serve a one year supervisory or managerial probationary period, if required. The work is partially sedentary but also requires physical activity ((walking, climbing, bending, or stooping) during field surveys, inspections of existing building systems, etc. in areas that may be cold, hot, humid, drafty, greasy, and dirty, in pits, and on elevated work surfaces. Personal protective equipment may be required in some situations. BASIC REQUIREMENTS FOR ENGINEERS: A Degree in professional engineering OR a combination of college-level education, training, and/or technical experience. In addition to meeting the basic qualifications you must have at least one year of specialized experience equivalent to the GS-13 level or higher in the Federal service. Specialized experience is defined as serving as the technical expert responsible for planning, directing, and coordinating fire protection and life and safety programs for commercial, public, or government office buildings. This experience includes: • Interpreting and implementing guidelines, standards, policies and engineering criteria for fire and safety programs; • Reviewing project plans, specifications, and designs in order to advise on fire protection issues for construction and repair and Conducting risk analysis of building occupancy and fire and smoke protection systems to develop solutions that ensure a safe environment for occupants and comply with applicable life and safety codes; • Evaluating performance and providing recommendations for fire, life and work safety programs to ensure compliance with relevant fire safety and safety and occupational health laws and regulations; • Managing inspections of buildings and work space to ensure compliance with applicable fire and work safety codes, policies, regulations and laws.
