Job Description

Insight Global is looking for a Controller for their large Transporation client. This position is responsible for the overall operations of financial activities including General Accounting, Accounts Payable, Accounts Receivable, Billings, Revenue Accounting, Operating Grants and Fixed Assets. In addition, this position directs the preparation of the Authority's monthly and annual financial statements and works with the

Authority's external auditors in the review of the clients' financial statements. The position manages and directs the preparation of funding requests for state and local assistance and the correct recording of subsidies. The position will interact with senior staff within the Finance Division and the entire Authority along with stakeholders from federal, state, and local funding agencies.

  • Oversees and directs the preparation of all financial statements including monthly report to the Board, monthly internal Financial report, quarterly GAAP report, quarterly Department of Transportation (DOT) Grants report to the State, City Lease basis reports, annual GAAP, NTD, Single Audit and DPT Grants reports.

  • Anticipates and plans for implementation of future changes affecting the Authority's financial statements,

including accounting pronouncements and regulatory changes.

  • Directs and coordinates the maintenance of and changes to general ledger accounting system and monitors changes to any systems which flow into or out of the general ledger accounting system.

  • Supervises the monthly financial close.

  • Provides direction and supervision to the staff reporting to this position to ensure the accurate and timely performance of assigned duties.

  • Works with Director-Accounts Payable and Accounts Receivable ensure the accurate and timely payment of all receivables and payments of vendor invoices, travel and expense data, and request for payments.

  • Works with Director - Fixed Assets, Operating Grants and Revenue Accounting on all departmental accounting and reconciliation requirements

  • Directs the preparation of annual subsidy requests letters and attachments for local match requirements for PennDOT, City of Philadelphia and surrounding counties.

  • Reviews balance sheet accounts for the entire Authority.

  • Prepares statistical and analytical responses to requests for financial data, statistics, and information as well as well as responding to internal and external auditors.

  • Provides technical guidance and mentorship to team members to foster team's growth.

  • Performs other related duties as assigned.

Skills and Requirements

Bachelor's degree in business with a major in Finance, Accounting or related field

15+ years of relevant work

supervisor/managerial role within account/finance

experience doing similar work in a mid-to large sized organization

CPA public/government industry experience null
