U.S. Northern Command MANAGEMENT AND PROGRAM ANALYST (RESERVE FORCES) in Peterson AFB, Colorado

The primary purpose of this position is to serve as the HQ NORAD and USNORTHCOM Command Reserve Forces Manager to plan, coordinate, and manage the full range of complex Air Force Reserve Human Resources (HR) actions by interpreting and executing enterprise-level policy for all levels of military HR. Responsibilities Serves as the expert/single point of contact for all aspects of the Military Personnel MPA man-day tour program. Authors, coordinates and directs HQ NORAD and USNORTHCOM MPA policy. Formulates goals and objectives that integrate manpower, personnel and funding resources. Monitors the Command Man-day Management System (M4S) through the use of computer inquiries to ensure proper use of man-days; conducts annual audits of such use. As an expert level specialist, administers the COCOM's MPA Man-day Management System (M4S) for all the Directorates, Special Staffs, Staff Agencies, and Force Generation Cells for the National Guard and Reserves. Serves as a primary source of information for senior leaders and others regarding Air Force Reserve Component awards, evaluation, and promotion policies, procedures, and requirements. Supports managers by providing guidance on awards, yearly evaluation, and promotion boards for assigned Reserve Military personnel pertinent directives and guidelines. Analyzes, develops and evaluates detailed plans, goals, and requirements of assigned programs to meet command and Department of Defense (DoD) mission objectives. Studies the structure and/or functions of organizations with interrelated work processes or functions to improve processes, maximize resources utilization, and resolve substantive moderate scope, and proposes new organizational structure, realignment of functions, solutions to issue of space/supplies/equipment/issues, and /or staffing levels. Represents N&NC at a variety of installation and functional area organizations. Establishes, develops and maintains effective working relations with Directorates, Chiefs of Special Staffs, and agencies, MPA POCs, ARC HQs' functional managers, military personnel flights, Forces Generation Cells, other MAJCOM MPA offices, and other organizations to work Military Personnel Appropriation budget allocation and policy issues across multiple DoD agencies. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes extensive knowledge of organizational structures, missions, objectives, key positions and functions across a major military command or comparable organization to identify, consider, and present options for the resolution of substantive organizational and program issues involving Military Personnel Appropriations (MPA) and in conjunction with analytical and investigative abilities to determine staffing requirements and utilization regarding the Total Force Enterprise and to make decisions or recommendation significantly changing, interpreting, or developing important policies and programs. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-inĀ-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of analytical and evaluative methods and techniques to issues or studies concerning the effectiveness and efficiency of command reserve program operations. 2. Knowledge of the Military Personnel Management pertinent laws, regulations, policies, and precedents which affect the use of program and related support resources, e.g., personnel, funds, and equipment. 3. Knowledge of a wide range of concepts, principles, practices and techniques relating to military personnel management, resource management, and management information systems as they relate to budgetary PPBS programming actions, forecasting and execution of financial requirements. 4. Extensive knowledge of command activities and mission, ARC organizational structure, functions and policy directives, in addition to a thorough understanding of command IMA and ARC unit reserve programs. 5. Knowledge and skill to gather, assemble, and analyze facts, draw conclusions, devise solutions to problems, identify changes and trends, and use analytical and evaluative methods to accurately assess information and make sound decisions. Ability to prepare special studies and staff reports, including the ability to meet emergency and/or changing program requirements within available resources and with minimum sacrifice of quality or quantity of work. 6. Ability to communicate effectively, both orally and i n writing, clearly, concisely, and with technical accuracy for the purpose of working effectively with civilian and military personnel at the highest command levels. Knowledge of organizational structures, missions, objectives, key positions and functions across a major military command or comparable organization to identify, consider, and present options for the resolution of substantive organizational and program issues involving Military Personnel Appropriations (MPA) and areas such as resources management, deployments and other special programs that align program policies and operations with higher-level vision, goals and objectives. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. ADDITIONAL CONDITIONS OF EMPLOYMENT: Eligible for situational telework only, including Ad Hoc, Emergency, or OPM prescribed "Unscheduled Telework." This eligibility is separate and distinct from the employee's eligibility. This position is designated by the Air Force as a Test Designated Position (TDP) under the Air Force Civilian Drug Testing Program.
