Summary THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a PUBLIC AFFAIRS SPECIALIST (Title 32), Position Description Number D2383000 and is part of the IL 182 AW, National Guard. Responsibilities As a PUBLIC AFFAIRS SPECIALIST (Title 32), GS-1035-9, you will carry-out a wide range of public affairs assignments that include social media, media operations, community engagement, command information, communication planning, contingency/crisis response, environmental, security, policy review, and public affairs resource management in support of the mission and the commander's priorities. Major Duties - This is NOT an all-inclusive list: Maintain an active web/social media presence; provide visual information services for documentation and/or publicity purposes; and plan and arranges news media coverage. Perform security reviews on information placed on the unit's public webpage and social media feed(s). Write draft and final versions of news releases, feature articles, speeches, fact sheets, and brochures for internal and external audiences. Evaluate the news value or communication potential of visual material including photographs and illustrations. Prepare internal and external public affairs products for distribution through social media, DVIDS, wing website, and release to civilian media, as applicable. Research and write stories/articles and rewrites material intended for distribution. Organize, coordinate, publicize and conduct periodic events with local organizations such as, community councils, local governments, Chamber of Commerce, and state and national legislative offices. Coordinate and respond to news media inquiries on the mission, capabilities, impacts, and contributions of the base. Coordinate support of requests from community and community groups, schools, news media organizations, and others to include requests for interviews, speakers, tours, bands, honor guards, and aviation support and support of local observances and celebrations. This is an excepted service position that requires membership in the Illinois National Guard and in the military grade listed in the announcement. Selectee will be required to wear the military uniform. Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment. May be required to successfully complete a trial period. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position. Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day. Participation in direct deposit is mandatory. Recruitment and relocation incentives may be available for this position. PCS expenses may be authorized. Telework may be authorized. Must be able to obtain and maintain the required security clearance. Indefinite position/temporary promotion/may become permanent. Qualifications AREA OF CONSIDERATION: The areas of consideration for this position, Title 32 Excepted Service (32 U.S. Code § 709), will be in the following manner and sequence: The FIRST area of consideration for this position will be all excepted permanent and indefinite temporary technicians within the ILNG. The SECOND area of consideration will be all current Federal Employees. The THIRD area of consideration will be all Federal re-employment eligible. The FOURTH area of consideration will be applicants willing to become T32 Dual Status Technicians and gain ILNG membership. The FIFTH area of consideration will U.S. Citizens. Military Grades: Officer/Enlisted - May not exceed the rank of Col. GENERAL EXPERIENCE: MUST possess experience, education or training in administrative, professional, investigative and/or technical work. Experience evaluating information and/or using analytical skills to disseminate effective communication. Experience in compiling reports, letters, memoranda, etc., and required person-to-person contacts to convey information. Experience using computers and automation systems. SPECIALIZED EXPERIENCE: GS-09 Level - MUST possess specialized experience which includes 12 months at the lower-level GS-07 of experience, education, or training involving knowledge of writing, communication principles, methods and techniques that relate to the public affairs of an agency. Experience in applying and adapting knowledge of strictly controlled situations of an agency. Experience writing articles on routine events of non-controversial subjects. Experience responding timely and appropriately to requests for information concerning agency programs and services. Experience participating in meetings with specialized groups to listen to and understand feedback on agency programs that are of particular interest to public. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
