The primary purpose of this position is to serve as Deputy Director of Weather Operations, providing planning, organizing, and directing the functional area work of the Directorate of Weather Operations (AF/A3W) at Headquarters Air Force. Organizational location of this position is: Headquarters US Air Force (HQ USAF), Weather Directorate (A3W), Pentagon, Washington, DC. Responsibilities DUTY 1 - Plans, organizes, a n d directs the activities of the Directorate of Weather Operations to ensure compliance with legal and regulatory requirements, meet organizational goals and objectives and meet customer mission needs. DUTY 2 - Performs leadership and personnel management responsibilities. DUTY 3 - Represents Director of Weather Operations within a range of Air Staff, Interagency, and MAJCOM staffs. Requirements Conditions of Employment Qualifications Salary Ranges includes local market supplement This is a GG-15 position in the Defense Civilian Intelligence personnel System (DCIPS). The GG-15 duties for the "Supervision/Management" work category are at the "Expert" work level and are equivalent to those at the GS-15 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Degree: meteorology, atmospheric science, or other natural science major that included: At least 24 semester (36 quarter) hours of credit in meteorology/atmospheric science including a minimum of: Six semester hours of atmospheric dynamics and thermodynamics;* Six semester hours of analysis and prediction of weather systems (synoptic/mesoscale); Three semester hours of physical meteorology; and Two semester hours of remote sensing of the atmosphere and/or instrumentation. Six semester hours of physics, with at least one course that includes laboratory sessions.* Three semester hours of ordinary differential equations.* At least nine semester hours of course work appropriate for a physical science major in any combination of three or more of the following: physical hydrology, statistics, chemistry, physical oceanography, physical climatology, radiative transfer, aeronomy, advanced thermodynamics, advanced electricity and magnetism, light and optics, and computer science. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: Extensive knowledge of critical strategic WESO programs, their underlying statutory and regulatory framework, and the interrelationships with related DoD-wide and private sector activities to formulate, analyze and implement broad programmatics; develop and oversee large complex studies and projects with far-reaching impact; and identify and develop strategies in response to emerging mission requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Demonstrated Executive Leadership and Management Expertise. Leadership ability to effectively (a) resolve highly complex, difficult, and controversial meteorological problems and issues, (b) inspire, motivate and persuade others towards goal accomplishment while sustaining a healthy and enjoyable office work environment, and (c) coach, mentor, and challenge staff members and coworkers who have experience and skill level backgrounds ranging from mid-career operations officers to graduated squadron, group, and wing commanders (and civilian equivalents). Skilled in leading teams, planning and executing complex, multi-faceted projects, and coordinating activities to routinely meet program requirements and objectives within available resources. Ability to plan, organize, develop, and manage studies or projects, evaluating the acceptability of analytical methodology, and ability to negotiate effectively with managers internal and external to the headquarters staff to improve, revise, accept and implement recommendations, where the proposals involve substantial resources, and require extensive changes in established concepts and procedures. 2. Air Force and DoD Expertise. Broad expert knowledge of (a) DoD and DAF regulations, instructions, policies and procedures in the field of meteorology, related environmental sciences, and DoD and DAF mission sets; (b) meteorological methods, guidelines, standards, and research techniques; and (c) the application of weather operations and training expertise as they apply to the AF/A3W and broader AF Weather enterprise mission sets. Knowledge of the mission, roles, functions, organizational and command structures, and operation of DoD and DAF organizations to provide Air Staff level staff guidance and/or conduct studies and advise Director of Weather regarding best military advice to provide to the CSAF and SECAF. Knowledge of DAF and Army air, space, land, and cyberspace operations that can be applied to advising sound Information Warfare and Weather enterprise management decisions regarding weapons systems, personnel, manpower, training, readiness, policies, financial resources, research, and international and interagency agreements in direct support of the DoD, DAF, and AF/A3W missions. Skill in designing and conducting comprehensive studies and preparing solutions to volatile, uncertain, complex, and ambiguous (VUCA) strategic military challenges. 3. Weather and Environmental Sciences Expertise. Incumbent regularly interfaces with international atmospheric scientists, geophysicists, and engineers with education at the masters and doctorate levels, and therefore must be able to credibly converse at the appropriate level and to review and evaluate scientific papers describing meteorological techniques developed within Air Force Weather and the research community. Ability to apply this knowledge to assessing new research initiatives, scientific methods, and evolving technologies to develop capabilities, solutions, products, and services to meet evolving AFW environmental support requirements. Mastery of theories and principles of operational meteorology services used by 15W AFSC officers, 1W AFSC series enlisted, and 1340/1341 civilian job series employees, general knowledge of theories and principles of related environmental sciences (hydrology, climatology, electro-magnetic spectrum, etc.), and knowledge of qualitative and quantitative techniques to apply meteorological principles, concepts, and methodologies in support of DoD, Joint, and Air Force directives, concepts, procedures, guidance, and policy. Knowledge of end-user requirements for meteorological and environmental sciences information and the ability to advise and guide the AF/A3W staff on translating those user requirements into meaningful doctrine, organization, training, education, materiel, leadership, personnel, facilities and policy solutions. In depth, expert knowledge sufficient to make recommendations that improve or advance important areas of weather-related scientific research programs, weather analysis and forecast systems, or observational systems (to include ground, air, or space-based systems). 4. Human Resources Expertise. Knowledge of DoD and DAF civilian and military personnel and manpower processes and ability to routinely apply that knowledge to key personnel management decisions. 5. Ability to communicate effectively both orally and in writing with technical accuracy, and maintain good working relations.
