U.S. Air Force - Agency Wide Senior Advisor, Enterprise IT Programming & Financial Management in Pentagon, Virginia

This position serves as the Senior Advisor for all matters associated with Department of the Air Force (DAF) Information Technology Programming and Financial Management for the DAF Enterprise Information Technology environment, senior advisor to the Director of Enterprise Information Technology, Deputy Chief Information Officer, and Chief Information Officer. Responsibilities The Senior Advisor, Enterprise IT Programming and Financial Management, will: 1. Provide professional support and advice to the Office of the Chief information Officer on all areas of concern. 2. Assist in the development, justification, and defense of the Enterprise Information Technology Budget Estimate Submission and the President's Budget. 2. Determine the impact of Congressional marks and legislations on Air Force programs and make recommendations to the Chief Information Officer (CIO) in alignment with strategic priorities. 3. Plan, organize, oversee, and direct the resourcing activities of the Office of the CIO including the Enterprise Information Technology (EIT) portfolio within the Strategy, Planning, Programming, Budgeting, and Execution (SPPBE) system. 4. Research, interpret, analyze, and apply Congressional Statutes, Government Accounting Office decisions, Office of Management and Budget Circulars, Office of the Under Secretary of Defense, Comptroller and Office of the Department of Defense Chief Information Officer guidance and establish, revise, or review policies, procedures, and resourcing strategies for accomplishment of all programming, budgeting and financial management activities. 5. Advise the DAF CIO on how to structure and/or manage the EIT portfolio to optimize use of enterprise-wide IT resources and maximize efficiency and effectiveness. Establish metrics and analysis systems for EIT resourcing to assess efficiency, effectiveness, and compliance with regulatory procedures, guidance, and DAF CIO strategy. Revises policies and procedures as needed to find ways to improve quality, timeliness, and efficiency of work. 6. Formulate and provide financial advisory services for the total EIT budget for one or more funds (i.e., O&M Investment, Procurement, Direct War Enduring Cost, etc.) as well as formulates and executes the SAF/CN O&M budget. 7. Develop annual EIT Programming Guidance in accordance with overarching National and Defense guidance, policy, and objectives. Incumbent reviews, develops, and evaluates proposed options to change the Air Force Program prior to, during, and following periods of modernization to determine impacts on balance, integration, and mission areas. The Senior Advisor prepares the CIO for advocacy and defense of the Air Force EIT Program and ensures the Air Force Chief Information office's resource allocation and Planning, Programming and Budgeting Execution (PPBE) aligns with corporate policy. 8. Performs analyses which assess EIT program capabilities and program compliance with fiscal and force structure guidance. Reviews and evaluates impacts caused by changes to the Air Force EIT Program. Evaluates historical trends compared with current FYDP (by appropriation, mission areas, etc.). Tracks areas of recurring external challenges to the Air Force Budget and identifies likely Budget Review and Program Review Issues. Requirements Conditions of Employment Qualifications Eligibility will be based upon a clear showing the applicant has training, education and experience of the scope and quality sufficient to effectively carry-out the duties of the position. Candidates must exemplify the corporate perspective, leadership vision, broad experience and character needed in the Civilian Senior Executive Service corps not only to satisfy the immediate vacancy, but future vacancies which will occur in a variety of organizations, functions and locations. MANDATORY TECHNICAL QUALIFICATIONS (NTE 2 Pages per MTQ): A supplemental statement must be submitted separately addressing each TQ. TQs must provide specific examples that address relevant experience and accomplishments. Applicants should focus on recent experience, education, and training, as some Recruitment Panel members may consider experience that's over 10 years old to be outdated. Applicants must reflect superior technical qualifications demonstrated through leadership and management in the following: 1. Demonstrated experience and knowledge leading/managing a large organization providing fiscal strategy, oversight, analysis, and advisory services for Enterprise Information Technology investments via collaborative and consensus building methods. 2. Demonstrated expertise and experience in the basic principles and practices of programming, program planning, financial management, manpower policy and planning, organizational planning, strategic and long-range planning, personnel management, quality, and executive administration. Possesses expert knowledge of specific OSD and Air Force procedures and directives regarding programming and program planning, strategic and long-range planning, and manpower and organizational planning; and a full understanding of DoD and Air Force organization and working relationships. Education A bachelor's degree from an accredited institution is desired. A master's or advanced degree from an accredited institution is highly desired.
