Summary The position is located in the Office of the Deputy Assistant Secretary of Defense for Energy Resilience & Optimization (ODASD(ER&O)) within the Office of the Assistant Secretary of Defense for Energy, Installations & Environment (OASD(EI&E)). The purpose of the position is to advise the DASD(ER&O) on policies, programs and initiatives to enhance the optimization of installation energy for DoD military facilities, installations and infrastructure. Responsibilities Incumbent typical work assignments may include the following: Under the direction, guidance and oversight of the ODASD(ER&O) Principal Director for Energy, serves as a senior advisor to the DASD(ER&O) on all matters related to installation energy optimization of DoD facilities, installations and infrastructure. Oversees contract support efforts in the development of Department installation energy optimization policy, performance and reporting, to enable cost-effective acquisition and sustainment of installation energy requirements. Independently plans and organizes his/her own work in accordance with assigned duties, responsibilities and taskings, and plans, organizes, and assigns the work of contract support staff, to execute efforts to achieve assigned goals, objectives, targets and other assigned taskings of the organization for installation energy optimization. Ensures timely, accurate, professional and thorough responses to taskings from senior Department officials within and outside of the DASD(ER&O) organization. Ensures the quality of his/her own work products, and from contract support staff, to deliver timely, accurate, professional and thorough deliverables and other work products necessary to implement the assigned responsibilities of the organization. Supports studies and analysis to improve installation energy optimization performance and reporting, to include enhancing the optimization of energy use in installation utility and emergency power infrastructure and support equipment, energy monitoring and control systems, electric Non-Tactical Vehicles/Mission Support Equipment (NTV/MSE) systems and supporting infrastructure, and facility energy efficiency efforts. Represents ODASD(ER&O) in Department working groups and planning teams, and develops and sustains relationships with stakeholders to include the Office of the Secretary of Defense, Joint Staff, Combatant Commands, the Military Departments, DLA-Energy, Services, and other DoD Components, as required, to ensure energy equities are considered and addressed. Represents the Department in relevant inter-agency working groups related to the duties above. Performs and oversees contract staff efforts and/or supports analyses, studies, and projects to develop new, improved policies and programs, optimize use of available resources, and achieve program goals. Performs and oversees assigned contract staff efforts to initiate programs, actions, and taskings to ensure adherence to DoD policies and procedures, and ensure that programs accommodate operational requirements and promote the energy readiness, performance and efficiency of the armed forces. Oversees contract staff efforts to develop, recommend and evaluate policies, guidance, strategies and plans to provide necessary facility support for military readiness and quality of life. Reviews DoD Component funding profiles for energy programs during budget reviews to determine compliance with Defense Guidance and other program directives for matters within his/her assigned tasks. Recognizes the significance of findings and initiates further reviews to improve efficiency and effectiveness. Supports the ODASD(ER&O) office in developing materials to engage senior DoD officials, Federal Agencies, Congress and the public on Department installation energy optimization and reporting, to include efforts for NTV/EVSE infrastructure, and facility energy efficiency and decarbonization issues such as: pace of technology development and impact on Department acquisition and sustainment, impact of electric vehicle and thermal electrification and charging demands on installation infrastructure, acquisition methods to obtain clean energy supplies, and requirements to optimize installation energy infrastructure. Conduct studies of organizational efficiency, productivity and recommends changes and/or improvements in work methods and procedures. Performs management surveys to determine compliance with agency regulations, procedures, sound management practices, and effective utilization of staff; Develops life cycle cost analyses of projects and performs cost benefit or economic evaluations of current or projected programs. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. ACTIVE DUTY SERVICE MEMBERS: The VOW Act Chapter 21 of Title 5, United States Code (U.S.C.), Section 2108a, requires Federal agencies treat active duty service member as veterans, disabled veterans, and preference eligible, when they submit, at the time they apply for a Federal job, a "certification" of active service in lieu of a DD-214, assuming the service member is otherwise eligible. A "certification" letter should be on letterhead of the appropriate military branch of the service and contain (1) the military service dates including the expected discharge or release date; and (2) the character of service. The service member's military service dates are necessary in order to determine whether he or she meets the definition of "veteran" under 5 U.S.C. 2108(1). The "certification" must reflect the service member is expected to be discharged or released from active duty service in the armed forces under honorable conditions not later than 120 days after the date of submission. The "certification" must be signed by, or by direction of, the adjutant, personnel officer, or commander of your unit or higher headquarters and must indicate when your terminal leave will begin (if applicable), your rank, dates of active duty service, the type of discharge and character of service (i.e. honorable). Further, under paragraph (h) of the rule, agencies are required to verify a qualifying separation from military service prior to appointment, through the DD-214 or other appropriate documentation. Active duty members that fail to provide a valid "certification" of service with their initial application will be found "not eligible." Military members may be appointed before the effective date of their military retirement/separation if member is on terminal leave.
