Department of the Navy/Assistant for Administration MANAGEMENT ANALYST in Pentagon, Virginia

Summary You will serve as a MANAGEMENT ANALYST in the Deputy Under Secretary of the Navy for Policy (DUSN (P)) of OFF OF THE UNDER SECRETARY OF THE NAVY. Responsibilities You will solicit and ensure enterprise manpower and resourcing needs are understood and are considered throughout the PPBES. You will document programming decisions, funding decisions, and programming and re-programming of staff resource decisions. You will coordinate and develop recommendations for overcoming near-term and out-year shortfalls and identify offsets for budget marks and resource requirements. You will analyze, evaluate, and advise in the development of organizational objectives and short-range/long-range program goals. You will conduct briefings, draft correspondences and prepare reports to communicate effectively, both orally and in writing. You will be responsible for ensuring the effective execution of functional areas and events associated with personnel manpower, and general and operational administration as they relate to civilian personnel. You will provide updates on the timekeeping system, performance management system, and other relevant human resource information to keep the DUSN (P) management updated. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience with the concepts, principles, laws and regulations of financial administration and budgeting with the DoD. Experience with making independent recommendations for the establishment and issuance of policy documents. Experience with the Planning, Programming, Budgeting and Execution (PPBE) process. Experience with internal controls and financial auditability requirements to ensure compliance with DON and DoD guidance.
