Summary This position is in the Office of the Under Secretary of Defense for Intelligence and Security (OUSD(l&S)), Director for Defense Intelligence (DDI), Intelligence, Strategy, Programs, and Resources (ISPR), Functional Intelligence and Defense Analysis (FIDA) Directorate. Responsibilities This Position is a Defense Civilian Intelligence Personnel System (DCIPS) position in the Excepted Service under 10 U.S.C. 1601. Selection under this appointment authority does not confer civil service competitive status. If selected, Federal employees currently serving in the competitive service must acknowledge that they will voluntarily leave the competitive service by accepting an offer of employment for a DCIPS excepted service positions. If selected, non-DCIPS candidates must acknowledge that the position they have been selected for is in the excepted service and covered by DCIPS. For more information see https://dcips.defense.gov/ Incumbents typical work assignments may include the following: Directly supports the Director, Functional Intelligence and Defense Analysis and serves as a Defense Analysis subject matter expert responsible to facilitate the integration and oversight of Defense Analysis and the Defense Intelligence Enterprise Manager (DIEM) for Analysis. Responsible for the policy development and strategic oversight of DoD defense analysis and the DIEM for Analysis. Facilitate the integration of defense analysis to support DoD activities based on new or proposed legislation regulations and policy to identify national security implications, program impacts, impacts to management and operations, budgets and future direction of DoD defense analysis and recommends courses of action to senior management. Ensure the DIEM for Analysis is properly assessing the health of the Defense Analysis community and defense analysis programs and activities are meeting DoD and IC guidelines for suitable acquisition strategy, contracting policy, testing and development procedures and adequate funding levels. Prioritize and staff defense analysis issues, develop and articulate organizational and DoD positions, and develop/staff/execute defense wide positions based on consultation with the Defense Components and appropriate national agencies. Requirements Conditions of Employment Qualifications The DCIPS occupational structure provides the foundation for managing the DCIPS pay structure. It consists of the following elements: mission categories, occupational groups, and work categories, work levels, pay band (for those DCIPS Components operating under the DCIPS pay banded structure using pay plan IA) and grades (for those DCIPS Components operating under the GG graded structure using pay plan GG), job titles, and competencies. Read more about what should I include in my federal resume? at https://www.usajobs.gov/Help/faq/application/documents/resume/what-to-include/ You may qualify at the GG-15 level, if you fulfill the following qualification requirement: Specialized Experience: One year of specialized experience which includes: 1) conducting analyses which are of national and/or international interest; 2) developing policy of defense analysis; 3) implementing strategic direction, such as the National Security Strategy or National Defense Strategy; and 4) integrating all-source analysis such as Signal intelligence, Measurement and Signatures intelligence and Geospatial intelligence. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG-14) (experience may have been gained in the private sector). Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. ACTIVE DUTY SERVICE MEMBERS: The VOW Act Chapter 21 of Title 5, United States Code (U.S.C.), Section 2108a, requires Federal agencies treat active duty service member as veterans, disabled veterans, and preference eligible, when they submit, at the time they apply for a Federal job, a "certification" of active service in lieu of a DD-214, assuming the service member is otherwise eligible. A "certification" letter should be on letterhead of the appropriate military branch of the service and contain (1) the military service dates including the expected discharge or release date; and (2) the character of service. The service member's military service dates are necessary in order to determine whether he or she meets the definition of "veteran" under 5 U.S.C. 2108(1). The "certification" must reflect the service member is expected to be discharged or released from active duty service in the armed forces under honorable conditions not later than 120 days after the date of submission. The "certification" must be signed by, or by direction of, the adjutant, personnel officer, or commander of your unit or higher headquarters and must indicate when your terminal leave will begin (if applicable), your rank, dates of active duty service, the type of discharge and character of service (i.e. honorable). Further, under paragraph (h) of the rule, agencies are required to verify a qualifying separation from military service prior to appointment, through the DD-214 or other appropriate documentation. Active duty members that fail to provide a valid "certification" of service with their initial application will be found "not eligible." Military members may be appointed before the effective date of their military retirement/separation if member is on terminal leave.
