THE POSITION

This role, situated within the Division of Nursing Care Facilities (NCF) under the Bureau of Long Term Care/Deputate of Quality Assurance (QA), plays a crucial part in advancing the Department's objective of licensing and ensuring adherence to both state and federal health and safety regulations in healthcare settings, as required by law. The position entails supervising field office supervisors and overseeing all activities within the field offices to guarantee that operations are conducted with efficiency, precision, and uniformity in the enforcement of regulations. The individual in this role will be responsible for the South East Region, which encompasses the Norristown and Lionville Field Offices, covering the counties of Berks, Bucks, Chester, Delaware, Lancaster, Montgomery, Philadelphia, and Schuylkill. DESCRIPTION OF WORK

In this position, you will be responsible for overseeing and guiding field office supervisors to ensure that all licensing, certification, enforcement actions, and operational activities within the field offices are effectively monitored and completed within the required timeframes. You will lead and facilitate regular meetings and communications with the Field Offices, ensuring that the implementation of Quality Assurance, Bureau, and Division policies and procedures is consistent across all locations. Collaborating with other management personnel within the Division, you will work to maintain a seamless approach to action and adherence to program objectives.

You will assess and analyze the survey workloads of field offices to ensure adequate coverage and appropriateness in alignment with survey priorities, regional staffing levels, and the volume of facilities in the region. This may involve adjusting or reallocating field staff as needed to uphold quality, consistency, and timeliness in fulfilling federal certification and state survey and licensure obligations. Additionally, you will identify any discrepancies in the application of regulations and implement strategies to ensure that staff conduct thorough complaint investigations and accurately complete federal documentation, while also ensuring that field office survey personnel are utilizing these resources effectively.

Your role will include the analysis of survey and complaint reports, particularly in complex or emergency scenarios, allowing you to provide informed recommendations to the Division Chief. You will oversee the preparation of deficiency reports related to adverse licensure and certification actions, ensuring that all documentation is thorough and supports the necessary actions, while also ensuring that these actions are processed within the established timelines. Furthermore, you will review legal orders pertaining to licensure actions against facilities, ensuring the accuracy and prompt completion of all related documents.

Acting as a liaison with field office personnel, you will facilitate the correction and finalization of survey reports for submission to the Division Chief and the respective facilities. You will also review facility monitoring reports, such as those related to Change of Ownership (CHOW) and Temporary Managers, and will be responsible for approving the Immediate Jeopardy (IJ) template and plan, while coordinating efforts with both the Field Office and the Division Chief to ensure compliance and effective communication throughout the process.

Work Schedule and Additional Information:

  • Full-time employment

  • Work hours are 8:00 AM to 4:00 PM, Monday - Friday, with 30-minute lunch.

  • Telework: You may have the opportunity to work from home (telework) full-time. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Norristown.

QUALIFICATIONS

Minimum Experience and Training Requirements:

  • Five years of health care facility survey experience, three years of which must have been in a supervisory capacity and a bachelors degree;or

  • Five years of experience that involves the development, implementation and evaluation of policies and procedures for health care administration, three years of which must have been in a supervisory capacity and a bachelors degree; or

  • Any equivalent combination of experience and training which includes the required three years in a supervisory capacity.
