THE POSITION

The Office of General Counsel is seeking a highly motivated Legal Analyst to provide legal support and analysis to the Legal Office of the Department of State. Your work will focus on state laws and regulations; legislative history; agency programs; and judicial, legislative, transactional, and administrative processes. DESCRIPTION OF WORK

As a Legal Analyst, you will also be responsible for interpreting and implementing commonwealth policies and legal protocols, determining and coordinating the information, as well as documenting management needs of a case, procurement, contract, or other legal matter. Additional duties include:

  • Analyzing and summarizing legislative and regulatory research

  • Determining the impact of statutory changes to current agency policies and operations

  • Synthesizing, summarizing, and presenting case-specific legal research data and investigative data

  • Drafting, reviewing, and analyzing agreements

  • Preparing procurement solicitations and related documents

  • Writing legal memoranda and briefs

    Work Schedule and Additional Information:

  • Full-time employment

  • Work hours are 8:00 AM to 4:30 PM, Monday - Friday, with a 60-minute lunch.

  • Telework: You may have the opportunity to work from home (telework) part-time, after 6 months of employment. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg.

  • Salary: In some cases, the starting salary may be non-negotiable.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS

Minimum Experience and Training Requirements:

  • A Juris Doctor degree from an American Bar Association accredited law school;or

  • Five years of legal research and analysis experience including three years at the professional level, and an associate’s degree;or

  • Three years of professional experience in legal research and analysis, and a bachelor’s degree;or

  • An equivalent combination of experience and training which includes two years of professional experience in legal research and analysis.

    Additional Requirements:

  • You must be able to perform essential job functions.

    Preferred Qualifications (not required):

  • Experience with cloud-based case management systems
