THE POSITION

The Department of Human Services, Bureau of Fiscal Management (BFM) is seeking a highly motivated and dependable Fiscal Management Specialist 1 to assist with providing support for Pennsylvania’s Physical Health HealthChoices Program, including rate and capitation related tasks. DESCRIPTION OF WORK
As a Fiscal Management Specialist 1, you will play a crucial role in ensuring the success of Pennsylvania's Physical Health HealthChoices program. Your responsibilities will include providing rate and budget support to ensure that the rates paid to our physical health contractors are in line with negotiated terms, accurately budgeted, and paid on time. You will also assist with managing the compensation paid by the department to the m anaged care organizations that provide medical assistance benefits to enrolled recipients in their HealthChoices managed care plan. This program operates in 67 counties, divided into five geographic zones. You will be involved in developing showings of contract rates and other provisions. In addition, you will help prepare budget requests for project expenditures related to these contracted terms. Your expertise in fiscal management will be vital in ensuring the efficient and effective operation of this important program.

Work Schedule and Additional Information:
Full-time employment (37.5-hour work week)
Work hours are 8:00 AM to 4:30 PM, Monday - Friday, with a 60-minute lunch.
Telework: You may have the opportunity to work from home (telework) part-time, with a minimum of one day per month in the office. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg.
Salary: In some cases, the starting salary may be non-negotiable.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY
QUALIFICATIONS
Minimum Experience and Training Requirements:
One year as a Financial Programs Trainee;or
One year of experience in paraprofessional fiscal administration work, and a bachelor’s degree in business administration, accounting, finance, economics, or a related field; or
An equivalent combination of experience and training.
