THE POSITION
Are you experienced in effectively utilizing engineering practices and principles to make informed decisions regarding work assignments? DESCRIPTION OF WORK
In this position, you will apply effective engineering techniques while managing moderately complex construction projects or portions of more complex ones. Your role will involve using engineering judgment to analyze, advise, and supervise tasks from inception to completion in a professional, timely, cost-effective, and safe manner. You will recommend safety improvements for construction projects grounded in sound engineering principles and utilize your expertise to implement necessary changes to original designs, collaborating with designers to address challenges. Serving as the Inspector-In-Charge for highway construction projects, you will oversee activities such as roadway pavement reconstruction, guiderail installation, flood control, and bridge rehabilitation and replacement. You will also provide engineering support to resolve issues requiring coordination with municipalities, private properties, businesses, emergency services, railroads, authorities, utilities, and other construction initiatives. Additionally, you will analyze project data to assist the Assistant Construction Engineer (ACE) and manage the project schedule, review contract timelines, and address delays. Participation in constructability reviews and meetings is essential, along with compiling and drafting necessary documentation, including work order justifications and technical reports related to construction. You will prepare and submit work orders and estimates, ensuring that all materials used are certified and meet specifications. The role also entails managing inspections to ensure compliance with contract standards and maintaining professional interactions with various stakeholders to uphold a positive image for PennDOT. As a project engineer, you will oversee all facets of highway construction, including grading, paving, and drainage, while reviewing plans for constructability and conducting post-project evaluations. You will assist the Assistant Construction Manager/Engineer in making field decisions and provide technical guidance to resolve discrepancies.

Work Schedule and Additional Information:
Full-time employment
Work hours are 7:30 AM to 3:30 PM, Monday - Friday, with 30-minute lunch.
Telework: You may have the opportunity to work from home (telework) part-time on an ad-hoc basis. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Indiana.
Salary: In some cases, the starting salary may be non-negotiable.

QUALIFICATIONS
Minimum Experience and Training Requirements:
Five years of civil engineering experience and an Engineer-In-Training certificate issued by or acceptable to the Pennsylvania State Registration Board for Professional Engineers, Land Surveyors and Geologists; or
One year of civil engineering experience in highway design, construction or maintenance related projects and a bachelor's degree with major course work in civil engineering.
Special Requirements:
This position requires possession of a valid driver’s license .
