Commander, Navy Installations SUPERVISORY EMERGENCY MANAGEMENT SPECIALIST in Pearl Harbor, Hawaii

Summary You will serve as an INSTALLATION EMERGENCY MANAGEMENT OFFICER (EMO) in the OPERATIONS DEPARTMENT (N3), EMERGENCY MANAGEMENT DIVISION (N37) of NAVAL STATION. Responsibilities You will develop emergency management exercises with staff (e.g. first responders, essential personnel, mutual aid agencies) to coordinate efforts in responding to chemical, biological, radiological, nuclear, or explosive (CBRNE) incidents. You will analyze and disseminate Chemical, Biological, Radiological, Nuclear, and High-Yield Explosives (CBRNE) related terrorist threat information. You will assign emergency management work to team members in accordance with individual strengths and competencies. You will participate in meetings with emergency response representatives to provide emergency planning requirements and situational awareness. You will collaborate with emergency management subject matter experts to confirm equipment training is provided prior to distribution. You will identify and implement solutions for fire, emergency services, and emergency management related problems. You will develop new drill program requirements, scenarios, instructions, or guidelines for casualty preparedness program. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Provide advisory services to the Commander and tenant command on all aspects of Emergency Management; 2) Serve as the principal technical advisor on Chemical, Biological, Radiological, and Nuclear (CBRN) planning, operations, response, and recovery; 3) Coordinate with the multi-agency and multiservice tenant commands on developing emergency action plans and continuity of operations (COOP) plans consistent with the Installation EM Plan; 4) Conduct the Installation Risk Assessment in coordination with Antiterrorism, Force Protection, Mission Assurance, and other protection programs; and 5) Supervise a team of civilian and military emergency management employees.
