Commander, Navy Installations DEPUTY DIRECTOR FOR OPERATIONS in Pearl Harbor, Hawaii

Summary You will serve as a DEPUTY DIRECTOR FOR OPERATIONS in the OPERATIONS DEPARTMENT of COMMANDER NAVY REGION HAWAII. Responsibilities You will Coordinate with Commanding Officers of activities and major claimants to develop an organizational structure. You will advise employees, supervisors, and managers on regulations and workforce planning policies. You will implement ways to eliminate or reduce bottlenecks to improve business practices. You will monitor implementation of business plans and budgets to update senior leaders on budget or schedule status. You will administer program funds to ensure execution in accordance with regulatory guidelines. You will negotiate with persons of varied backgrounds and competing interests to arrive at mutually acceptable solutions. You will define performance requirements for team members to facilitate program success. You will develop a business plan that links strategic outcomes with budgets and operational metrics. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Advising on all matters pertaining to Air Operations, Port Operations, and Other Operational Support issues to include Force Protection (FP), Fire Protection and Emergency Services (F&EM), Emergency Management (EM), Explosive Ordnance Disposal (EOD), Operational Training, Regional Operations Center (ROC) functions and Occupational Safety & Health programs; 2) Developing and resourcing overall program training, exercises, policy, planning, programming, and monitoring budget execution for Shore Operations; 3) Reviewing policy directives from higher authority and evaluates them for changes required for regional Operations; 4) Conducting and approving audits, inspections, and evaluations and participating in and/or directing investigations as required or requested to ensure effectiveness, efficiency and fiscal soundness of Operations Department functions; 5) Directing budget, procurement, accounting, and associated final operations for the COMNAVREGHI regional Operations programs to include Port Operations, Air Operations, Force Protection and Anti-Terrorism, Fire Protection and Emergency Services, Emergency Management, the Regional Operations Training Center, Operations Training and Exercises, OSH, Traffic Safety, Recreational and Off Duty Safety; 6) Ensuring consistent positions, agreements, and responses to federal, state, and local agencies within the region; 7) Acting as the principal representative for the command and directly participating in National and Regional Operations program policy development; 8) Providing supervision for Regional Program Managers, and indirectly supervising a diverse workforce comprised of military, civilian, and contractor personnel.
