Summary You will serve as a Welding and Allied Processes Non-Destructive Test (NDT) Examiner in the Metric and Audit Division of the Quality Assurance Department of SUPSHIP GULF COAST. Salary Range by Grade Level: GS-11 - $72,553 to $94,317 GS-12 - $86,962 to $113,047 Responsibilities You will be responsible for coordinating SUPSHIP Quality Assurance efforts to assure contractor compliance to the Navy and commercial welding, brazing, and allied processes specifications and standards. You will review and approve contractor non-destructive test and welding procedures. You will perform procedure reviews, conduct independent surveys, provide in-process inspections, and witness contractor welding qualification, testing, and evaluation. You will review and monitor contractor's systems for qualifying personnel, procedures, equipment, and vendor. You will provide on-site technical assistance to SUPSHIP Gulf Coast Project Offices, the Departments, and Product Assurance Divisions as directed. You will be responsible for maintaining the SUPSHIP Gulf Coast Non-Destructive Test (NDT) Program by training, testing, and certifying Navy personnel. You will perform audits of SUPSHIP branches and project offices. You will develop lesson plans, conduct training, maintain training records, and assess the availability and validity of external training resources. You will develop and review additional internal training programs within your area of expertise. You will act as the Command's primary resource for preparing for ship and craft testing and trials by providing leadership, participation, and technical assistance. You will review contractors' systems and determine the contractors' overall compliance to the requirements of construction and repair contracts under SUPSHIP Gulf Coast cognizance. You will resolve technical and contractual discrepancies while dealing with mid-level managers within SUPSHIP, Navy officers with the Board of Inspection and Survey, and middle management officials of shipbuilding contractors and their vendors. You will review and apply plans, blueprints, drawings, specifications, policy statements, technical instructions/standards in all aspects of quality assurance and in industrial disciplines associated with ship construction, conversion and repair. Requirements Conditions of Employment Qualifications For the GS-12 Grade Level: Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-11) or pay band in the Federal service or equivalent experience in the private or public sector conducting quality assurance inspections, assessments, reviews, audits, or contractor surveillance to ensure compliance with established quality assurance processes or requirements for the design, maintenance, modernization, overhaul, or construction of surface ships or submarines. For the GS-11 Grade Level: Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-09) or pay band in the Federal service or equivalent experience in the private or public sector performing quality assurance functions (e.g. inspections, reviews, audits, or assessments) to support projects for the design, maintenance, modernization, overhaul, or construction of surface ships or submarines.
