Employment Status:Full Time

Reg. Hours Worked:40 / Week, Non-Exempt

Salary:$24.04/hr

Schedule:Monday-Friday 8:30-5:00pm

Hybrid:Altadena, CA

The Programs Financial Liaison facilitates and supports utilization, tracking, and access to client financial assistance, including, but not limited to, flex funds, motel vouchers, and rental assistance. Liaises with Programs, Finance, and Compliance to improve communication, ensure the effective transfer of information, and facilitate process improvements. This position supports the Programs Financial Services Manager in training staff on relevant process and procedures. This position also supports the budgeting, forecasting and financial analysis processes, including a monthly reconciliation between Programs and Fiscal department tracking. This position helps to develop and maintain key management tools, including reporting performance by program, segment and contract and data analysis that supports management decision making. The Programs Financial Liaison supports cross-functional Program partnerships to leverage synergies, innovation and best practices in support of USHS mission and goals.

ESSENTIAL FUNCTIONS INCLUDE, but are not limited to the following:

  • Ensures effective collaboration between Programs, Finance and Compliance.
  • Facilitating the timely and accurate submission of client financial assistance requests for approval by Programs Department leadership team and Accounts Payable Department.
  • Train Programs staff on key policies and procedures.
  • Supports and ensures accuracy and consistency of coding with contracts, including allocation of time and expenses, including budget reconciliation.
  • Develop key management tools such as reports for coding, program performance, spend down rate, and make recommendations for budget modifications based on trends and needs.
  • Assist with month-end close deliverables, including reconciliation between Fiscal and Program tracking.
  • Prepare program related reports as requested by Programs Financial Services Manager, CPO, and contract funders.
  • Ensure appropriate documentation is provided for submission to finance.
  • Partners with stakeholders for best practices.
  • Program liaison for organizational budget process and all other budget/finance related processes that need updating.
  • Partners with Programs Financial Services Manager to track requests and pending items/issues to enhance communication to Programs team regarding status of requests.
  • Supports Programs Financial Services Manager in maintaining partnerships with motel vendors and flex fund providers.
  • Track fiscal responsibility, accountability, compliance and alignment across Programs.
  • Support internal controls and compliance.
  • Support audit preparedness and process.
  • Special projects and process improvements.
  • Other duties as assigned.

PHYSICAL AND MENTAL REQUIREMENTS AND WORK ENVIRONMENT:

  • Work indoors in temperature controlled environment and occasionally exposed to outdoor weather and driving conditions. The noise level in the work environment is usually moderate.
  • Stand and sit for long periods of time; move and walk to various locations; climb, stoop, kneel, reach, pull, push, bend, twist, and occasionally lift and or move objects. Use hands to finger, handle or feel.

KNOWLEDGE, SKILLS AND ABILITIES:

  • Demonstrated ability to analyze complex data and provide detailed and accurate reports.
  • Outstanding computer skills. Must be proficient with relational databases, MS Office programs and publishing software. Advanced working knowledge of MS Excel is required.
  • Must be a reliable and conscientious self-starter, with excellent attention to detail and ability to coordinate multiple projects and deadlines with minimum supervision.
  • Ability to collaborate and work effectively across the organization.
  • Understanding of allocation methodology.
  • Solid analytical and modeling skills.
  • Strong verbal, written, and interpersonal communication skills.
  • Strong organizational skills.

EDUCATION, TRAINING AND EXPERIENCE:

  • Bachelors Degree in Social Services, Finance, Economics, Accounting or closely related field preferred.
  • 1 year of experience in finance, programs, analytics, grants and or budgeting preferred.
  • Program, finance or accounting experience in non-profit environment strongly desired.
  • Understanding of homeless services delivery system preferred.
