PHYSICAL DEMANDS AND WORKING CONDITIONS

GENERAL PURPOSE Must be a Veteran. Under the general supervision of the Veterans Service Officer (VSO) or designee, the incumbent accurately performs a variety of skilled secretarial, clerical, and administrative functions while supporting the Veterans Service Office in meeting is operational goals, requiring moderate responsibility and independent judgment. Work is primarily sedentary with periods of standing, lifting, retrieving mail or assisting clients (See physical demand below for further guidance).

SELECTION GUIDELINES Formal application, rating of education and experience, interview, reference checks, successful completion of a national criminal background check, successful completion of a pre-employment drug screen, and other job related tests or checks as may be required.

ESSENTIAL FUNCTIONS Promote a positive image of the Veterans Service Office by proactively serving and assisting clients and other visitors at all times. Perform a variety of administrative tasks such as, but not limited to greeting clients, scheduling/coordinating appointments, answering phones, receiving the public and providing client assistance. Ability to manage multiple tasks and meet deadlines. Accurately enter client data and records into, monitor, and maintain the Veterans database. Develop, compose, type, review, and edit a variety of correspondence, reports, memoranda and other material requiring judgment as to content, accuracy and completeness. Communicate effectively (both oral and written) to convey the required processes and procedures used for determining the needs of Veterans and their family members. Verify information provided by applicants (e.g., employment, income, marital status, dependents, housing, etc.) by conducting written and telephone verification. Process completed applications, forms, reports and documents accurately and in a timely manner for submission to the designated authority. Organize, scan, and maintain filing systems, control records and indexes using moderate independent judgment. Maintain inventory and order supplies as needed, obtaining appropriate approvals. Receive, record, scan and distribute incoming mail, process outgoing mail. Establish and maintain effective working relationships with clients, supervisors, County employees, coworkers, Elected Officials, attorneys, vendors, other agencies, and the general public. Serve as a source of information and referral to individuals, both in person and by telephone concerning Veterans=services. Maintains a working knowledge of companion programs to Veterans=services (e.g., Social Security, Medicare, Medicaid, DHHS, and other programs) to provide contact information to clients. Request required documents for veterans and dependents to establish eligibility for Veterans=services (e.g. DD Form 214, birth records, marriage records, and other applicable documents). Assist the applicants with application(s) to county, state and federal repositories to obtain replacement documents as necessary. Determine eligibility and issue flag holders to Sarpy County Veterans. Maintain legal know edge of federal and state regulations, statutes, etc. pertaining to Veterans Services to ensure accuracy of disseminated information. Assist Department Head with maintaining the offices annual budget, county veterans aid fund, and financial management system (e.g. MUNIS accounting system, and other accounting/spreadsheet software and systems). Process invoices, purchase orders, and vouchers for Directors approval and submit for payment in a timely manner; keep VSO apprised of budget funding. Update and manage departmental website. May be asked to occasionally provide backup coverage to meet client needs by performing the duties of a Veterans Service Officer, including but not limited to: Furnishing information to clients concerning benefits including but not limited to: economic aid, disability compensation, pension, home loans, insurance, health care, education benefits, and other possible benefits; Preparing various applications (e.g. compensation, pension, home loans, education and training, medical treatment, etc.) based on entitlements of applicant; Assisting in filing appeals or other actions for denied claims or applications; Conducting initial in-take interviews, both in person and by telephone, with veterans and/or their spouses, widows/widowers, and dependents to obtain information necessary to determine qualifications and eligibility for federal, state, county benefits and assistance; and Maintaining a current knowledge of federal and state regulations as well as statutes affecting Veterans services and programs.

Peripheral Duties Respond to questions from the public, and refer to appropriate department as needed. Assist in the preparation and presentation of information regarding Veterans Service to organizations and businesses as needed. May be asked to professionally represent the Veterans Service Office at community events and engage positively with Veterans and their families. Attend required training as directed. Perform other duties as assigned.

Special Requirements Commissioned as a Notary Public or eligible to become commissioned in the State of Nebraska preferred but not mandatory.
