Matanuska-Susitna Borough Vehicle Maintenance in Palmer, Alaska

This position is responsible for supervising the mechanical repair and maintenance of department vehicles, equipment, and/or apparatus.

P1 - P5 - DOE

Minimum Requirements

High school diploma or equivalent, and specialized training in the field of work including college courses, certificate program, apprenticeship, etc.

Seven (7) years of progressively responsible experience in the occupational field, sufficient to thoroughly understand the work of subordinate positions to be able to answer questions and resolve problems, including one (1) year of supervisory experience. Related experience may include managing commercial vehicle maintenance, vendor and supplier management, data analysis and reporting, vehicle operation risk management, cost control and analysis related to fleet operation, and customer service.

Possession of a valid Class A or Class B Commercial Drivers License, issued by the State of Alaska required for the position being hired, and possession of a valid Department of Transportation medical card.

Three (3) ASE Technician certifications required (Diesel Engines, Brakes, Suspension and Steering, or Electrical/Electronic Systems), one of which must be ASE Technician 'Diesel Engines' certification.

Two (2) Emergency Vehicle Technician (EVT) certifications required at the time of hire or must be obtained within one year of hire.

EVT Management Level 1 Supervisor certification required at time of hire or must be obtained within one-year of hire.

Must successfully pass a pre-employment background check, drug screen, and post-offer employment physical.

Completion of required Incident Command System (ICS) courses in accordance with established Borough policy.

Duties/Responsibilities
  • Interviews for hire, trains, assigns, directs, schedules, supervises, evaluates and disciplines personnel; provides advice on work methods and procedures.
  • Ensures compliance with occupational safety and health regulations applicable to area of responsibility, including but not limited to: proper facilitation of Respiratory Protection Program; proper facilitation of Bloodborne Pathogens Program; proper use and maintenance of personal protective equipment; Safety Data Sheet books, inspection reports, training records, and hazard documentation are maintained and up to date; preventive programs and corrective actions are properly implemented.
  • Maintains records of all vehicles and equipment; maintains inspection and maintenance documentation.
  • Audits department vehicle and equipment maintenance requirements and determines maintenance and service intervals.
  • Maintains inventory of parts and supplies; purchases materials, parts and supplies as needed.
  • Administers the fleet maintenance shop budget; receives receipts and codes to budget.
  • Recommends work to be outsourced based on size, complexity, time required, and availability of trained personnel and specialized tools.
  • Performs diagnostic analysis using computerized electronic and electrical testing equipment; conducts physical inspections and road tests; inspects and evaluates vehicles and equipment through discussion with users.
  • Overhauls, rebuilds, and replaces defective parts on engines, drive trains, fuel systems, electrical systems, chassis, cooling systems and brake systems.
  • Rebuilds and welds worn components.
  • Performs a variety of service and maintenance procedures including changing oil, filters, and lubrication.
  • Operates various types of shop equipment, machinery, precision instrumentation and specialized tools.
  • Oversees vehicle and equipment inventory and makes recommendations for items to be replaced.
  • Reviews and certifies the work of other Mechanics within Emergency Services.
  • Conducts National Fire Protection Association (NFPA) inspections.
  • Conducts research and prepares specifications; receives quotes for new equipment.
  • Performs related duties.
