Position Summary: The Vice President, IT Strategy, Performance & Governance, will play a pivotal role in enhancing and managing central and transversal capabilities of the Digital and Technology Solutions group ensuring an optimized and efficient execution of the IT related functions.

This role requires a strategic leader with a strong background in IT management and governance, IT strategy, technology vendor management, financial management as well as technology risk management.

It is a strategic leadership role responsible for driving organizational effectiveness within the IT division ensuring constant alignment of technology initiatives with the EDC’s business objectives. The VP oversees IT strategic planning, IT governance, IT portfolio management, and operational excellence. This role plays a critical part in ensuring that IT investments deliver value, while fostering innovation and operational efficiencies.

Reporting to the SVP & Chief Digital Information Officer, the Vice President will oversee EDC’s Enterprise Architecture, Technology Vendor Management, and IT Business Services functions.

This critical role will partner closely with key stakeholder groups across the organization to ensure a streamlined and efficient delivery of technology initiatives, overall IT financial management and workforce management. The VP will also be responsible for the centralized oversight and management of technology initiative-related risks.

Key Responsibilities:

IT Strategy and Planning

  • Develop and evolve EDC’s digital roadmap and IT strategies, in alignment with the organization’s goals and objectives. Collaborate with the CDIO to set the vision and direction for the IT function.

  • Oversee the monitoring and management of the IT portfolio to ensure alignment with strategic objectives and efficient resource allocation.

  • Develop and maintain an enterprise architecture framework that supports the organization’s strategic objectives.

  • Ensure the integration and interoperability of various IT systems and technologies within the organization.

IT Governance and Risk Management

  • Establish and maintain robust IT governance processes, ensuring transparency, accountability, and regulatory compliance.

  • Ensure timely and effective risk management practices are in place to safeguard the organization’s technology assets.

  • Solidify capabilities in IT Governance, coordination, internal partners collaboration, risk management, and enhanced monitoring, reporting, and controls.

  • Oversee the development of policies and procedures that ensure information security, data privacy, and operational stability.

Performance Monitoring and Reporting

  • Establish and monitor key performance indicators (KPIs) to measure the effectiveness of IT initiatives. Provide regular reports to the CDIO and other senior leaders on the progress and impact of IT projects.

  • Monitor performance metrics for major IT initiatives and drive continuous improvement efforts.

  • Ensure adherence to timelines, budgets, and quality standards.

Stakeholder Management and Collaboration

  • Build and maintain strong relationships with key stakeholders across the organization. Act as a liaison between the IT department and other business units to ensure effective communication and collaboration.

  • Drive and facilitate effective collaboration and communications between the IT organization and the user and EDC community

  • Promote cross-departmental collaboration, ensuring alignment and strong relationships with key stakeholders.

Operational Excellence and Process Improvement

  • Strengthen centralized and cross-functional capabilities to improve overall IT organizational performance and productivity.

  • Foster a culture of operational efficiency by driving process improvement, performance optimization, and the adoption of best practices.

  • Identify opportunities to optimize workflows and reduce costs.

  • Ensure business continuity planning and disaster recovery programs are in place.

Financial Management

  • Oversee the financial management of the IT department, including budgeting, forecasting, and monitoring.

  • Implement strategies to optimize IT costs, including identifying cost-saving opportunities and ensuring efficient use of resources.

Leadership and Team Management

  • Oversee teams within the Office of the CDIO, providing direction, mentorship, and performance management.

  • As part of the leadership team of the CDIO, act as the central hub, ensuring seamless coordination and alignment among all team members to drive collective success.

Education, Training, and Previous Experience:

  • Bachelor’s degree in Information Technology, Computer Science, Business Administration, or a related field. A Master’s degree is an asset

  • Minimum 15 years’ experience in a combination of technology management, IT governance, and enterprise architecture roles

  • Minimum of 10 years of experience in a leadership position managing high-performing teams

  • Bilingual in both official languages

  • Proven experience in a senior IT leadership role within a large organization, with strong understanding of IT management, resource optimization, and risk mitigation.

  • Expertise in budget planning, financial management, and workforce management, along with broad knowledge of current and emerging technologies and their strategic application to business needs.

  • Proven track record of innovation in internal problem-solving and fostering innovative uses of technology.

  • Ability to improve operational efficiency, service delivery, and information management across the IT organization.

Compensation Details:

  • VP level 22: Salaries typically range from $174, 625 to $232,833 annually, based on qualifications and experiences, plus a performance-based incentive.

Location

  • Export Development Canada is a hybrid work environment.

  • This role may be performed from EDC’s headquarters in Ottawa, or from the Community Hub in Toronto or Montreal.
