Job Summary

In support of EDC's overall Enterprise Risk Management (ERM), the Sr. Advisor, Enterprise Vendor Governance (EVG), works with the governance framework in accordance with the requirements of OSFI B-10 guideline to identify the type and level of risk arising from third-party arrangements, so that it can be managed with the appropriate level of diligence.

The Vendor Governance Program is responsible for identifying, assessing, rating, managing, and monitoring the overall risk introduced by a Third-Party relationship with EDC, ensuring compliance with OSFI guidelines, and effectively managing risks, including but not limited to vendor performance management.

In managing these risks, the Enterprise Vendor Governance Program considers a range of factors, including the criticality of the vendor and associated scope of work, vendor size, risk significance and nature, performance, value for money, operational complexity and the impact of classified risks.

The Senior Advisor for Enterprise Vendor Governance (EVG) plays a crucial role in implementing and operationalizing EVG policies and procedures. They provide guidance to Contract Owners on best practices related to EVG, ensuring compliance and effective vendor management throughout the organization. Additionally, the Senior Advisor contributes to sourcing and procurement strategies, collaborating with cross-functional teams and EDC Control Functions, including Legal, Privacy, Procurement, Enterprise Information Security, Compliance & Ethics, ESG (Environmental, Social & Governance), and Financial Crimes.

As part of their responsibilities, the Senior Advisor conducts Materiality and Risk Assessments, facilitates Due Diligence exercises, performs Health Checks, and develops comprehensive Risk Response Plans and Risk Mitigation strategies. One critical aspect of their role is implementing a robust methodology to measure and report on vendor performance, enabling informed decision-making and continuous improvement in vendor management practices.

Major Responsibilities

  • Develop working relationships to influence to Contract Owners and other internal support functions and stakeholders on the adoption of EVG processes

  • Maintain, update, and report on the Third-Party Inventory to ensure compliance with regulatory requirements

  • Implement the multi-year roadmap for implementation of the program

  • Work with the Principal EVG on a technology roadmap to automate manual processes

  • Coordinate Third-Party reviews, performance and contractual conversations and risk mitigation strategies

  • Produce EVG reporting to Senior Management and Operational Risk Management (ORM) committees.

  • Monitor and report on Key Risk Metrics/Indicators (KRIs) and provide analysis of risk trends and industry benchmarks

  • Provides input into the revision of EVG Policies, Guidelines, Procedures, and Job Aids.

  • Manages the organization and administration of EVG records in an electronic format to Audit requirements and to support the Program.

  • Participates in the development and implementation of a comprehensive training program on EVG policies, procedures, and best practices for all relevant stakeholders, to familiarize the organization with the mandate of EVG.

Skills/Knowledge

  • Interest in or knowledge of Vendor Performance Management practices

  • Interest in or knowledge of Third-Party Risk Management requirements

  • Experience in project management and program delivery including coordination of activities across cross-functional teams.

  • Self-starter with the ability to drive and plan activities and drive outcomes

  • Strong interpersonal skills to develop relationships internally and externally for EDC

  • Strong organizational skills with an ability to focus on necessary details to deliver on timely outcomes

  • Ability to multi-task, work on multiple projects, with multiple stakeholders, and pace demand appropriately

  • Knowledge and understanding of procurement and vendor management best practices, contract cycles and risk mitigation strategies

  • Proven written and verbal communication and presentation skills, including writing reports and presenting to Executives, and creating training programs

  • Knowledge of OSFI regulations, developing action plans based on audit findings (internal/external), developing KRIs and KPIs.

Screening Criteria

  • Business degree (or equivalent education/ experience)

  • 5-7 years of experience related to procurement/vendor management/risk management

  • Experience working with business clients and support functions to assess risks and define risk mitigation strategies

  • Experience in program/project management and coordinating cross-functional teams to meet deadlines and achieve outcomes

  • Experience interacting with external vendors and internal clients

  • Experience in developing Policy instruments and compliance monitoring programs

  • Experience developing and delivering training and awareness programs

Assets

  • Proficiency in Information (Cyber) Security, including SOC II reports, and knowledge of ESG (Environmental, Social, and Governance) Risk and best practices are highly desired for this role. Experience with relevant regulatory frameworks and guidelines, such as OSFI B-10, GDPR, ISO 27001, or NIST Cybersecurity Framework.

  • Familiarity with vendor management systems or TPRM (Third Party Risk Management) software solutions.

  • Utilize strong analytical skills to identify patterns, trends, and anomalies in third-party data, enabling the identification of potential risks or areas for improvement in the EVG program.

  • Apply data visualization techniques and create informative dashboards to effectively communicate risk analysis findings to stakeholders in the EVG program.

  • Leverage analytical skills to assess the current EVG inventory setup, identify gaps or inefficiencies, and implement necessary enhancements for improved risk management in the EVG program.

Salary Range

  • 18: Salaries are based on qualifications and experience and typically range from $92,355 To $123,139 plus a performance-based incentive.

  • Export Development Canada is a hybrid work environment.

  • This role will be performed from EDC’s headquarters in Ottawa.
