Team & Job Overview

We are currently looking to hire an energetic, self-motivated, and resourceful Advisor or Senior Advisor within the growing Internal Disclosure team.

The Internal Disclosure team is responsible for three programs:

  • The Wrongdoing and Insider Threats programs aim to reduce the risk of internal threats to EDC and FinDev Canada and protect those that speak up by having an established confidential process. The Public Servants Disclosure Protection Act (PSDPA) and other good industry practices provide the governance framework necessary to carry out this work.

  • The Independent Accountability Mechanism (IAM) enables independent and impartial reviews of external complaints related to perceived harm caused by activities financed by FinDev Canada. It enhances the transparency and accountability of FinDev Canada-funded projects and operations in addition to strengthening the social and environmental outcomes of such transactions.

Reporting to the Director, Internal Disclosure, the incumbent will manage the intake of inquiries and complaints, participate in investigations, provide recommendations, and draft internal and external communications. They will also monitor key performance indicators, update policies, and develop and deliver training material to increase awareness of the programs. The incumbent will work as an integral part of the team while providing value-added risk management services to EDC and FinDev Canada and enhancing environmental and social outcomes of FinDev Canada transactions.

Key Responsibilities

  • Supports the maintenance of program policies and procedures as well as their operationalization, in accordance with legislation such as the PSDPA and good industry practices.

  • Promotes awareness and provides employees and stakeholders with independent and neutral advice regarding the Internal Disclosure programs.

  • Uses knowledge and expertise to execute program requirements and provide advice and guidance to the Internal Disclosures team.

  • Plays a critical role with managing the intake process for complaints, performing initial assessments, leading certain investigations, drafting working papers, reports, letters and status updates, and proposing recommendations.

  • Assesses and investigates matters in an equitable, timely and confidential manner and provides recommendations to improve risk management and operational activities, as well as environmental and social outcomes.

  • Tracks and monitors action plans from investigations and identifies trends.

  • Updates, monitors, and assesses team activities against industry good practices and trends.

  • Able to consistently maintain high level of impartiality, confidentiality, and discretion. Is also able to handle stressful situations and difficult, sometimes openly confrontational discussions in a professional and constructive manner with support.

  • Leverages influence, negotiation, and persuasion skills to explain difficult or sensitive information.

  • Establishes and maintains relationships with key business partners such as People and Culture, Legal Services, Enterprise Information Security, Compliance and Ethics and Corporate Security.

  • Solves complex problems, leads meetings, and works independently with minimal guidance.

Screening Criteria

  • Completion of an undergraduate degree in relevant filed (e.g. business, social science, or law) or an MBA.

  • Minimum 7 years of experience (Senior Advisor) or 5 years of experience (Advisor) in audit, investigations, compliance, dispute resolution or another related field.

  • CPA, CIA, or CFE designations (Senior Advisor)

  • Excellent proficiency with MS Office.

Assets

  • Fluent in Canada’s two official languages (English and French).

  • CPA, CIA, or CFE designations (Advisor).

  • Experience in financial or insurance services, or in a Crown Corporation.

  • Experience conducting administrative or forensic investigations.

  • Knowledge of governing legislation and related regulations and guidelines.

Salary Range:

  • Internal Disclosure 18: Salaries are based on qualifications and experience and typically range from $92,355 To $123, 140 plus a performance-based incentive.

Location

  • Export Development Canada is a hybrid work environment.

  • This role will be performed from EDC’s headquarters in Ottawa.
