CITY OF OSHKOSH CIVIL ENGINEER/PRINCIPAL CIVIL ENGINEER in OSHKOSH, Wisconsin
JOB REQUIREMENTS: The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned. Design of Capital Improvement Program Projects - Perform technical work in the design of streets, storm sewers, sanitary sewers, water main, structures and other civil engineering projects, and reviews designs, details, and storm water reports of similar plans designed by others for Public Improvement Projects. Coordination/Communication with the public, contractors, consultants, and provide customer assistance - Work closely with the public, utility billing clerks, contractors and consultants, and to provide customer assistance in the operation of the Storm Water Utility. Act as a liaison to the public to maintain accurate customer billing information, answer billing questions and review and approve credit applications. Site Plan Review - Site Plan Review includes, but is not limited to the review of plans, specifications, and storm water management reports submitted for compliance with City of Oshkosh specifications, City of Oshkosh Municipal Code requirements for storm water management, and other city and state policies for private developments, and the completion of necessary forms to provide information to City Attorney\'s office for drafting of legal agreements such as operation and maintenance agreements, easement agreements and encroachment agreements. Storm Water Compliance for Capital Improvement Program Projects - Ensure CIP projects comply with local and state regulations, including completing DNR Permit applications and writing Storm Water Management Plan reports. Maintain and update engineering records - Maintain and continue to update Site Plan Review software, review and provide updates for Storm Water Utility Billing and Storm Water Utility credit applications, maintain files for residential drainage concerns, non-residential drainage plans, updating of GIS records, and construction site inspection documentations. Serve as project engineer on various Capital Improvement Program projects - Serve as project engineer on various public works and utility projects such as drainage, water, sanitary and storm sewer, paving and road construction. Job duties may include the preparation of cost estimates, plans, specifications, special assessments, preparing change orders and pay estimates, and monthly reports of work completed by contractors. Coordination/Communication with Engineering Staff - Job duties may include working closely with other Engineering Division staff to help establish work flow and provide engineering support. Perform other related duties as assigned. ***** OTHER EXPERIENCE AND QUALIFICATIONS: Knowledge of the principles, practices, methods and techniques of civil engineering as applied to the design, construction and maintenance of public works infrastructure. Knowledge of engineering methods and techniques as applied to urban hydrology, storm sewer hydraulics and nonpoint source pollution. Knowledgeable in proper selection of erosion and sediment control practices, including the installation and maintenance of the practices. Ability to take charge of engineering projects in the field or office. Ability to establish and maintain effective working relationships by communicating, verbally and in writing, with city employees and the public. Ability to work in a constant state of alertness and in a safe manner. Knowledge of land surveying methods and techniques Knowledge of AutoCAD. Thorough knowledge of the principles, practices, methods and techniques of civil engineering. Thorough knowledge of engineering methods and techniques as applied to the construction and maintenance of public works infrastructure. Ability to take charge of engineering projects in the field or office. Good verbal, written and interpersonal skills.
