Katmai Human Resources Specialist II (Classification) - REMOTE in ORLANDO, Florida

SUMMARY

Analyze a full range of human resources issues and concerns for a complex, dynamic and changing organization to identify, consider and resolve a variety of complex human resource-related questions in accordance with Office of Personnel Management (OPM), HHS and CDC standards, policies, and regulations.

ESSENTIAL DUTIES & RESPONSIBILITIES

  • Advise customers on strategically integrating effective HR processes, programs and practices into their daily operations.

  • Communicate and consult with various levels of hiring officials on HR related topics.

  • Develop, evaluate and classify positions at the General Scale (GS-15) level and below by applying Office of Personnel Management (OPM) position classification standards criteria and supplemental guidance.

  • Provide the full-range of advisory services on applicable laws, regulations, policies, and procedures related to position classification, position management, FLSA, bargaining unit status, and relevant laws, rules, regulations, policies, procedures, and practices, which may have far reaching impact.

  • Respond to difficult issues involving complex, controversial or unusual situations characterized by their breadth, importance and precedent setting nature. Originates solutions or develops appropriate interventions for management on significant classification issues and concerns particularly those not covered in precedents.

  • Maintainand ensure position classification accuracy and consistency in interpreting and applying position classification standards.

  • Provide authoritative interpretation and instructions on laws, regulations, policies and procedures. Provide expert advisory service and/or authoritative policy interpretations on complex, controversial or unprecedented position classification issues.

  • Conduct comprehensive reorganization and/or realignment studies in support of the serviced organization(s).

  • Conduct comprehensive occupational standard studies to include, but not limited to, mandated OPM occupational standard position reviews, which may have CDC-wide impact

  • Conduct position classification reviews/appeal requests and desk audits. Work involves development and dissemination of employee/supervisor questionnaires; on-site or telephonic desk audits with employees and supervisors; reviewing all existing documentation, as well as gathering any additional documentation required such as work samples, etc.; development of position evaluation statements and audit findings.

  • Provide training to service customers on organization design, position classification, effective/sound position management etc.

  • Maintain regular and punctual attendance.

  • Perform other duties as assigned.

Job Requirements:

MINIMUM QUALIFICATIONS

  • Bachelor’s degree. In lieu of degree, similar work experience or certifications may be acceptable.

  • Must have two (2) to five (5) years of federal HR experience in the Classification and Position Management functional areas.

  • Proficient in Microsoft Suite products (i.e. MS Excel, PowerPoint, Word, Outlook).

  • Requires Delegated Examining (DE) Certification.

  • Must be able to obtain and maintain a Homeland Security Presidential Directive (HSPD)-12.

  • Must obtain and maintain any necessary security access and/or background checks.

  • Excellent written communication skills to perform accurate documentation, both written and electronic, of all activity in accordance with requirements.

  • Ability to work in a diverse, flexible, deadline-driven, government environment.

  • Demonstrates accuracy and thoroughness; monitors own work to ensure quality.

WORK SCHEDULE

Full-time. May be required to work additional hours as needed to complete assignment or project.

WORK ENVIRONMENT

Work is performed primarily in an office setting. Employee will be exposed to a wide variety of clients in differing functions, personalities, and abilities.

PHYSICAL DEMANDS

Frequent sitting, using hands/fingers, handling, reaching with hands and arms, talking, hearing; occasional walking or standing, occasional lifting of up to 30 lbs. COMPENSATION AND BENEFITS:

  • Pay is $114k - $118k per year.
