Orlando Utilities Commission HR Information Systems Administrator in Orlando, Florida

We are looking for a skilled and strategic HRIS professional to lead the administration, optimization, and continuous improvement of our HR systems. This role is integral to enhancing HR technology efficiency, data-driven decision-making, and seamless system functionality.

In This Role, You Will:

  • Leadthe assessment, design, and implementation of new systems, as well asupgrades and enhancements to existing systems, in collaboration with HRand IT teams.

  • ManageHR systems, ensure seamless integration and maximize efficiency.

  • Lead system implementations, upgrades, and enhancements in collaboration with HR and IT teams.

  • Providetechnical consultation, subject matter expertise and training to HR systemusers, maximizing adoption and effectiveness.

  • Drivedata analytics design and implementation, enabling HR and leadership teamsto make data-informed decisions.

The ideal candidate will have:

  • Bachelor’s Degree in Management Information Systems, Computer Science, Information Technology, Business Administration or directly related field from an accredited college or university;

  • Minimum of five (5) years of experience in an HRIS or related HR technical role to include:

  • Configuration, full-cycle implementation and optimization of HRIS/HCMs,

  • Report/query writing and dashboard/data visualization creation and tools (e.g., Power BI, Tableau).

  • System administration with both functional and technical responsibilities.

  • Experience with configuration and technical support of HR Platforms (i.e. applicant tracking systems, learning management systems, performance management systems), (preferred).

  • Experience working with Cornerstone and/or JD Edwards systems (preferred).

  • Strong analytical and problem-solving skills , with the ability to translate business needs into technical solutions.

Salary Range: $112,000.00 to $140,000.00 annually commensurate with experience.

Job Purpose:

The HRIS Administrator will lead the design, administration, and optimization of OUC’s HRIS and Talent Management systems, including applications and modules. This role will focus on enhancing the efficiency of HR systems by overseeing planning, implementation, ongoing maintenance, and managing new developments. Additionally, the HRIS Administrator will provide end-user training to ensure effective system utilization.

In collaboration with HR subject matter experts, the HRIS Administrator will identify opportunities to improve existing processes, functionality, and workflows, and will implement solutions to optimize system performance. The role will also create pathways to leverage technology for data-driven decision-making and reporting.

As the technical project lead and systems architect, the HRIS Administrator will work closely with OUC’s IT team to ensure seamless integration and continued system improvements. This position will also be responsible for creating custom reports and deploying data visualization tools to support data-informed decision-making across the organization.

Primary Functions:

  • System Design and Administration

  • Lead the design, implementation, and administration of HRIS systems and system modules to support HR functions including but not limited to recruitment, compensation, benefits, performance management, succession planning and learning management.

  • Manage and oversee HRIS projects from inception to completion, ensuring alignment with broader HR strategies and business goals. Assess the impact of operational projects, map system requirements to standard business processes, and lead process-based workflow designs and approvals.

  • Manage roles, permissions, and settings for users in the Learning Management Systems, Applicant Tracking Systems and or HR related platforms. Audit and make recommendations on permissions and optimal use of business systems to leverage data for process improvements; Ensure system compliance with data security and privacy requirements.

  • Collaborate with internal stakeholders to identify and develop proposals for the implementation of new systems, and current system upgrades; Evaluate feasibility of HR system modifications and enhancements and ensure accurate and effective integration to other OUC systems. Translate the functional business requirements into technical specifications.

  • Partner with HR leadership and stakeholders in the development and implementation of a multi-year HR technology roadmap and strategy.

  • Data Visualization and Reporting

  • Consult with Employee Experience (EE) leaders and other departments to determine and solution people analytics needs that include but are not limited to metrics, reporting, data visualization and modeling, system updates and improvements.

  • Debrief EE leadership regularly to identify key HR performance indicators. Lead the development, implementation and maintenance of a dashboard of HR metrics to be presented at monthly, quarterly, and annual senior leadership meetings.

  • Write and implement routine and ad hoc reports and queries that support HR operations and decision making. Ensure that reports are in compliance with federal, state and local regulations and internal audit requirements; maintain awareness of all laws and regulations and understand the impact of changes affecting the programs.

  • Audit and Process Improvements

  • Recommend innovative ways to automate HR functions and processes to gain system and process efficiencies.

  • Create and implement an audit schedule to review the integrity of data in the HRIS and HR systems.

  • Lead process improvement audits and recommend process improvement initiatives to streamline operations, improve the use of technology, improve benchmarking and accountability, reduce redundancies, and improve quality, accuracy and timeliness of information processing.

  • Develop and maintain documentation for processes regarding system functionality and make updates to existing system documentation based on process changes.

  • Leadership and Collaboration

  • Coach, develop technical skills and mentor the HRIS team; Educate and train team on system functionality, capabilities, and industry best practices.

  • Build an in-depth understanding of the Employee Experience’s EE) current and future process, data, reporting and system needs. Counsel EE leadership on system best practices, capabilities and improvements to enhance data-based decision-making.

  • Establish and maintain strong partnerships with external vendors, ensuring the integration of innovative solutions into HR processes and systems; Serve as primary/lead contact for software vendors to report, track and resolve problems with their software products.

  • Partner across HR and the enterprise by serving on committees, Request for Proposals panels, and other operational plan projects to adopt solutions that are scalable, reusable, secure, reliable, cost optimized and operationally sound.

  • Partner with the Digital and Technology support team for application upgrade testing, troubleshoot system issues, identify root-cause and implement solutions to minimize or prevent occurrences. Collaborate on system updates and usability improvements and testing to ensure efficient and effective processes.

  • Perform other duties as assigned.

Technical Requirements:

  • Working knowledge of all, but not limited to, the following:

  • Human resources information systems (HRIS) and enterprise management systems (e.g, JD Edwards Enterprise One);

  • Applicant tracking systems, Learning Management Systems, Performance Management Systems (e.g. Cornerstone);

  • Dashboard and Business Intelligence tools (e.g. Power BI, Tableau)

  • Human resources practices and principles;

  • System security administration includes role-based permissions and user access controls.

  • Capability in driving efficiencies in the use of technologies, processes, and workflow.

  • Understanding of State, Federal, and local employment, compensation and benefits laws;

  • Familiarity with all, but not limited to the following:

  • Report writing software.

  • Software Application (i.e. EnterpriseOne, Cornerstone, Documentum);

  • Related industry, organizational and departmental policies, practices and procedures; legal guidelines, ordinances and laws;

  • Possess strong analytical skills with attention to detail and high level of accuracy;

  • Ability to:

  • Run data analytics and generate actionable insights.

  • Translate business needs into system configurations and enhancements.

  • Influence HR transformation and manage change initiatives.

  • Communicate clearly, concisely, and efficiently both verbally and in writing with employees at all levels of the organization.

  • Manage projects and mentor team members.

  • Learn and obtain structured and ad hoc training on vendor products/releases.

  • Adapt to changing technology by acquiring new skills (i.e. by attending continuing educational courses/training).

  • Work both independently and with cross-functional teams.

  • Manage time effectively and meet deadlines.

Education/Certification/Years of Experience Requirements:

Working Conditions:

This job is free from disagreeable working conditions and is primarily performed in an office environment.

Physical Requirements:

This job includes very frequent speaking/ hearing, writing/ typing, and detailed inspection. This job requires frequent sitting and bending. There may be occasional standing, walking, climbing, kneeling, reaching over head, and lifting up to twenty (20) lbs.
