GovCIO Program Analyst (Remote) in Olympia, Washington

Overview

GovCIO is looking for a Program Analyst to join our Health Clinical Services Product Line team. The candidate needs to have experience in large organizations, preferably with the Department of Veterans Affairs (VA). This position will be fully remote within the United States and core hours of operation are Monday to Friday from 8 AM to 5 PM ET.

Responsibilities

The candidate will be responsible for the day-to-day release support and coordination, status reports, and issues and risks tracking and monitoring. Excellent communication and interpersonal skills are required in order to build relationships with VA clients, as well as various government and private sector stakeholders. The environment is dynamic, and the needs of the clients are often evolving. As such, problem-solving, rapid learning, analytic skills, and carrying the innovative mindset needed to lead our clients through conceptualization, strategic planning, and execution are required to succeed in this position.

  • Collaborate with multiple stakeholders, such as business, scrum teams, other project managers, to collect and compile information to ensure timely responses to requests and ad hoc assignments.

  • Create, draft, and provide updates for the project Standard Operating Procedures (SOPs).

  • Understand the needs, issues, and challenges faced by the clients; perform gap analysis and recommend solutions.

  • Coordinate with cross-discipline team members to make sure that all parties are on track with project requirements, deadlines, and schedules.

  • Facilitate meetings with VA Project Managers and stakeholders to identify and create plan(s) to resolve issues.

  • Work with VA Project Managers to identify risks, develop, and document mitigation plans in appropriate systems.

  • Coordinate and disseminate project and patch status updates.

  • Create project deliverables, including artifacts to ensure adherence to VA compliance and quality standards.

  • Use source data to assess the effectiveness of projects and business processes.

  • Conduct research and analyze information needs. Perform analysis to support the delivery of relevant artifacts including business process diagrams, reports, and presentations as directed by the Project Manager.

  • Develop, gather and disseminate information and documentation among both business and technical customers in support of the Project Managers.

  • Establish effective project communication plans and ensure their execution.

  • Verify data and information and analyze it to suit the direction of a project.

  • Track, forecast and report on project progress including metrics and challenges.

  • Work with all team members to analyze changes in requirements and recommend the most expedient solutions in a timely manner.

  • Leverage advanced writing skills to translate complicated issues from multiple information sources into a clear point of view to create a compelling, concise, and well-written narrative.

  • Leverage excellent presentation development skills to prepare meeting agendas and synthesize complex information into succinct visualizations using tools such as PowerPoint.

Qualifications

Required Skills and Experience:

  • Bachelor's Degree in: Business, Information Systems, Engineering, Computer Science, Systems, Business or related scientific /technical discipline, 7 years of related experience. An additional 8 to 10 years of experience may be substituted for education

  • Expertise in creating and maintaining documents, providing meeting support (e.g., scheduling, preparing materials, facilitating, documenting, and distributing minutes, etc.)

  • Excellent written and oral communication skills

  • Excellent skills working with Microsoft products such as Word and Excel, building PowerPoint decks, and proficiency with Visio

  • Strong understanding in project management and data analysis

  • Strong analytical, problem-solving, and organizational abilities

  • Ability to work independently in an extremely fast-paced environment

  • Ability to foster collaborative relationships with other team and external stakeholders

  • Be flexible to change direction on a moment’s notice while also tracking/executing tasks in progress

  • Ability to think “outside of the box” while communicating or dealing with a variety of situations

  • Possess clear understanding of the activities, roles, and responsibilities on large scale IT projects

Preferred Skills and Experience:

  • Certified SAFe

  • Proficient with Jira

  • VA project management experience

  • Experience with Power BI, GitHub, JIRA, Confluence, SharePoint, and Teams

  • Experience with VA Product Line Accountability and Reporting System (VAPARS).

  • Strong facilitation, written and communication skills.

  • Ability to obtain and maintain a Suitability/Public Trust

Posted Pay Range

The posted pay range, if referenced, reflects the range expected for this position at the commencement of employment, however, base pay offered may vary depending on multiple individualized factors, including market location, job-related knowledge, skills, education, experience, and internal equity. The total compensation package for this position may also include other compensation elements, to be discussed during the hiring process. If hired, employee will be in an “at-will position” and the GovCIO reserves the right to modify base salary (as well as any other discretionary payment or compensation program) at any time, including for reasons related to individual performance, GovCIO or individual department/team performance, and market factors.

Posted Salary Range

USD $105,000.00 - USD $115,000.00 /Yr.
