As a key team member, you will oversee the full lifecycle of contracts and grants while providing essential support to WDFW staff, promoting collaboration and operational efficiency across the organization.

What to Expect- Among the varied range of responsibilities held within this role, the Deputy Contracts Officer will, 

*Conduct Grants Management: *

  • Manages submissions, receipts and post-award actions for assigned grants, and acts as the agency's first point of contact for the submission of grant applications as assigned by the Grants Manager. 
  • Acts as WDFW's user administrator for grantor's management systems for assigned grants, including managing access requests, verifying user permissions, and managing user accounts. 
  • Coordinates grant management systems training for WDFW project and administrative managers. 
  • Assists programs in entering grant applications.
  • Serves as WDFW's single point of contact for progress report submittals for assigned grants. Ensures other reports are submitted as required by grant awards.
  • Works directly with WDFW program and administrative staff, and grantor organizations to ensure on-going compliance with all contractual documents.

Negotiates, Creates and Manages Contracts:

  • Performs the journey level of professional contract administration with responsibility in the negotiation and preparation of complex contracts, interagency agreements, and letters of understanding to provide or obtain services or goods for the agency.
  • Prepares solicitations and coordinates the evaluation of bids and proposals with project managers who request contracted services within the scope of their program area.  

Contracts Management System:

  • Advises agency staff on using the agency's contracts management system to request contracts, monitor status, maintain accountability of assigned contracts, and request timely amendments or successor contracts.

*Working Conditions: *

Work Setting, including hazards: Work is generally performed in an office setting, and will include position require extensive computer use. Office hazards include working under fluorescent light, repetitively entering data into computer, looking at computer monitor for long periods of time.

Schedule: Typically, Monday -- Friday, 8:00 A.M. -- 5:00 P.M. Flexible time schedules allowable based on office needs. 

Travel Requirements: Some travel may be required throughout the State to attend training, meetings and conferences. Overnight travel may be required.

Customer Interactions: Regular interaction by phone, e-mail and in person with various stakeholders

Qualifications:

*Required Qualifications: *

Two (2) years of government experience in negotiating, administering, and terminating contracts, contract management, contract cost or price analysis, or contract compliance administration.
