Duties Description The Procurement Contract Manager reports directly to the Assistant Vice President for Business Operations. The Procurement Contract Manager will be responsible for helping to ensure that regulatory and contractual requirements are met consistently in a proactive manner. In addition, the incumbent will develop and actively manage vendor agreements. This is a twelve month, full-time position that requires onsite presence during all working hours and is not eligible for remote or hybrid arrangements.Essential Functions:Review, coordinate and process complex contracts, agreements and purchase orders for campus goods and services in accordance with applicable New York State and State University of New York purchasing laws, procedures and guidelines.Facilitates the RFx processes, including Requests for Information (RFI), Requests for Qualifications (RFQ), and Invitation for Bid (IFB) as part of the procurement exploration and procurement process including ensuring that such documents are sufficiently detailed.Conduct RFx bid events in accordance with applicable NYS and SUNY procedures and guidelines.Develop a structured contractual performance reporting system for the College's portfolio of contracts.Along with AVP for Business Operations, serve as Liaison with legal working to mitigate contractual issues.Manage vendor performance by establishing vendor compliance procedures and review key performance indicators.Responsibilities:Draft all types of procurement and procurement-related documents, such as contracts, contract amendments, extensions, memorandums of contracts to vendor for execution.Manage and expand internal contract review process in an effort to streamline.Enter contract transaction data, including encumbrances, into the SUNY and NYS financial systems.Coordinate budgetary compliance and review with Assistant Vice President for Business Operations.Maintains a database system for all agency contracts in support of efforts to implement new contract module in Procurement system.Ensure contract terms & conditions align with New York State and SUNY guidelines.Manage vendor relationships to ensure best in class total cost, product and service quality, continuity of goods and services, and aligning with internal and external stakeholders.Serve as campus liaison with other New York State Agencies including the Attorney General (AG), the Office of the State Controller, and the Office of General ServicesCommunication procurement rules and regulations to the campus community and vendor educating them on the processes.Maintain all contract files.Other duties as assigned.
Minimum Qualifications Required Qualifications:Bachelor's degree in business or a related field.Working knowledge of business/financial operations, contract administration, and NYS finance law.Minimum of four (4) years of full-time progressive experience in business processes/purchasing and/or contract administration.Excellent analytical skills.Ability to handle multiple projects at the same time.Proficiency in Microsoft Word, Excel and other software applications. Experience with request for proposals, invitations for bids, contract development, and negotiation.Ability to foster effective working relationships with faculty, staff, and vendors.Ability to manage multiple and competing priorities and deadlines.Upholds social, ethical, and organizational norms and values, adhering to codes of conduct, ethical principles.Preferred Qualifications:Master's degree in business-related, contract law; legal studies; paralegal or equivalent certification.Experience bidding, reviewing and negotiating supplier contracts.Have a familiarity with EIT (Electronic Information Technology) to review all pending requests for accessibility compatibility. Experience in SUNY, Higher Education, or similar environment with knowledge of NYS procurement regulations.
