Summary This position is at the Oklahoma City VA Health Care System (OKCVAHCS) under Facilities Management Services (FMS) with supervisory responsibility for Architect Services of the Interior Design Program, Projects Section, Engineering Service of the facility. Responsibilities Major duties and responsibilities include: Prepares and reviews monthly construction progress reports and process payment invoices. Evaluates design objectives, identifies most economical and efficient procedures for building design and performance. Coordinates that all technical areas are covered, areas of overlapping responsibilities between technical disciplines receive proper design attention, and that total building objectives and schedules are met. Evaluates data and incorporates relevant features into design considerations and solutions. Supervises employees, plans and exercises own judgment in managing the section, analyzes workload, set priorities and adjusts work assignments in order to accomplish assigned tasks. Carries out a wide range of personnel management responsibilities such as; selection of employees, preparation of position descriptions and performance standards, conducting employee performance reviews and preparing documentation for incentive awards. Participation in achieving the goals of labor management relations and EEO programs by dealing with employees and union representatives regarding suggestions, grievances and disciplinary action. Oversees and communicates the operational elements in engineering and construction problems. Attends committees and/or meetings, makes decisions and commitments based on professional engineering knowledge, experience, and policies. Communicates with contractors and engineering consultants. Knowledgeable of construction phases of projects. Develops change orders, prepares cost estimates, and enforces construction quality assurance program. Resolves interpretation of/or conflicts of plans and specifications with contractors. Knowledgeable of project scoping, develops statements of work (SOWs), builds complete design document packages for construction contract solicitation. Develops short and long range plans as they relate to design and construction projects. Reviews and recommends approval of contractors submitals. Prepares and submits cost estimates. Inspects Contractor work for compliance with contract drawings and specifications. Coordinates the activities of contractors performing work on approved projects. Develops and reviews contract plans and specifications for projects. Resolves design and/or construction problems of structures, such as multi-story office buildings, steam plants, hospitals, industrial-type shops, and recreation facilities normally found on medical facilities. Determines feasibility of proposed projects for additions or renovations, and condition of structure prior to initiating design. Develops design, layout, and construction of buildings on a campus-style hospital facility. Individual Occupational Requirements Basic Requirements: Degree: architecture; or related field that included 60 semester hours of course work in architecture or related disciplines of which at least (1) 30 semester hours were in architectural design, and (2) 6 semester hours were in each of the following: structural technology, properties of materials and methods of construction, and environmental control systems. OR Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the arts and sciences underlying professional architecture, and (2) a good understanding, both theoretical and practical, of the architectural principles, methods, and techniques and their applications to the design and construction or improvement of buildings. The adequacy of such background must be demonstrated by at least one of the following: Related Curriculum: Degree in architectural engineering may be accepted as satisfying in full the basic requirements, provided the completed course work in architectural engineering provided knowledge, skills, and abilities substantially equivalent to those provided in the courses specified in paragraph A. The curriculum for a degree in either architecture or architectural engineering covers function, esthetics, site, structure, economics, mechanical-electrical, and other engineering problems related to the design and construction of buildings primarily (but not exclusively) intended to house human activities. The courses required for a degree in architecture generally place emphasis upon planning, esthetics, and materials and methods of construction, while the courses for an architectural engineering degree place equal or greater weight on the technical engineering aspects such as structural systems, mechanical systems, and the properties of materials. Because of this difference in emphasis, persons with degrees in architecture may have a preference for work assignments that offer greater opportunities for them to express their artistic and creative abilities. As a result, they may be more concerned with planning and design aspects of architecture, and persons with degrees in architectural engineering may be more engaged in aspects emphasizing technical engineering considerations. Experience: An applicant lacking a degree in architecture must have had l year of experience in an architect's office or in architectural work for each year short of graduation from a program of study in architecture. In the absence of college courses, 5 years of such experience is required. This experience must have demonstrated that the applicant has acquired a thorough knowledge of the fundamental principles and theories of professional architecture. In addition to the above IOR/Basic Qualification you may qualify based on your Specialized Experience as described below for GS-12: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of professional architectural concepts, principles, and practices applicable to a full range of duties concerned with the design, layout, and construction of such structures as multi-story office buildings, steam plants, hospitals, industrial-type shops, laboratories, and recreation facilities normally found on medical facilities. Knowledge and sufficient skill to design such buildings, which could be acquired through a bachelor's degree program in architecture supplemented by several years design experience involving such structures.
