Federal Aviation Administration Supervisory Air Traffic Control Specialist (Instructor) in Oklahoma City, Oklahoma
Summary As a supervisor/manager, the selectee for this position will be eligible to receive a Manager Performance Incentive (MPI) provided eligibility requirements noted in agency policy are met. The MPI is an annual lump-sum incentive payment that considers agency performance, the manager's individual performance, and available funding. The incumbent serves as a Supervisory Air Traffic Control Specialist (Instructor) within AMA-520. Responsibilities Incumbent serves as Plans and Programs Branch Manager with overall responsibility for management and technical direction of the branch. The Branch supports the National Air Traffic Training Program. These functions are carried out by a highly trained staff of air traffic controllers, instructional systems specialists, administrative and contract personnel. Serves as manager’s advisor on management of division resource concerns or situations, poses possible alternatives and their impact on current or proposed technical training programs. Evaluates reports on division plans, national policy/plans affecting the division and identifies potential inconsistencies between the division and national plans. When assigned, serves as acting manager in the absence of the division manager. Manages and supervises supervisors of personnel assigned programming and maintenance of computer assisted equipment and administrative duties. Directs, coordinates, schedules and evaluates work activities with overall responsibility for branch administrative direction. Identifies need for staff training and arranges development and training. Plans, organizes and assigns work to subordinate sections. Establishes performance standards. Conducts evaluations of subordinate supervisors and reviews semi and annual performance evaluations of branch personnel prepared by subordinate supervisors. Provides guidance and coaching to employees on work and administrative matters; hears and resolves employee complaints referring group grievances and unresolved matters to higher level management. Tasks the instructional services contract manager with assignments to provide support staff sufficient to fulfill tasked duties. Oversees the contractor workforce assigned to the branch through coordination with the contractor supervisor; makes decisions on work situations presented by the contractor supervisor and determines if contractor work performed meets standards of adequacy; initiates action if performance does not meet standards. Develops and manages annual division spending plan. Provides a variety of supervisory/managerial functions relating to the implementation and support of management analysis, budget formulation and execution. Manages and implements projects assigned by the division or staff manager. Communicates and reinforces EEO Program policies and programs in all areas of responsibility. Upon request, supports the service areas in evaluating facility or service area training. Fosters a work environment where all employees are treated in a fair and equitable manner. Qualifications To qualify for this position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FV-J (FG/GS-14) level. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position. Specialized Experience includes: Experience leading people and/or programs in an Air Traffic Control Facility (Terminal/Tower/EnRoute); experience overseeing administrative programs; experience directing the work activities of subordinates; experience managing large projects that affect multiple functional lines; experience collaborating with a variety of governmental organizations and labor unions; and/or experience preparing responses to issues/inquiries related to Air Traffic Training, etc. AND Quality Ranking Factor (QRF): Well-qualified applicants for this position will have experience as a CPC (or higher in the AT Pay Plan) in professional air traffic control functions in field level facility levels (10 and above).
