Summary The Oklahoma City VA Medical Center, Mental Health, is currently recruiting for one (1) Licensed Professional Mental Health Counselor (Program Manager). This is a multi-disciplinary position and selections can be made from the following, Psychology Program Manager, Social Worker (Program Coordinator), and Licensed Professional Mental Health Counselor (Program Manager). Responsibilities The incumbent serves full-time as the Licensed Professional Mental Health Counselor (Program Manager, Geriatric Inpatient Mental Health unit). The Licensed Professional Mental Health Counselor provides administrative oversight of Staff Psychologists and for a multidisciplinary team, which may include Social Workers, Licensed Professional mental health Counselors and Psychology Technicians. Major Duties and Responsibilities: Collaborates with other programs as necessary. Directs, manages, and monitors the workload of clinical and administrative personnel and meets at least monthly with the interdisciplinary team. Oversees all clinical services to include individual assessment, psychological evaluation, psychoeducational classes, psychotherapy groups, supportive psychotherapy, and evidence-based psychotherapies. Also, the incumbent addresses all patient care issues in the program(s) assigned. Manages day-to-day activities, including operation of key clinical, training, research, and administrative programs. Decisions regarding staff and other resources associated with the programs are made while exercising wide latitude and independent judgment along with developing and implementing programs, policies, and procedures to meet program goals. Program Administration: Develops and implements programs. Redesign of program process based on Veterans and employee feedback. Monitors and ensures that staff is trained and in compliance with Mental Health Suite standards. Addressing patient care issues, Patient Advocate Tracking System (PATS) notifications, Congressional and VA Hotline correspondence responses. Other Significant Responsibilities: Has contact on a regular and recurring basis with individuals representing widely divergent backgrounds, interests, and points of view. Conducts special projects or studies to analyze, evaluate and provide recommendations on programs and issues. Evaluates program effectiveness and assists in the development of detailed procedures and protocols to supplement established administrative regulations or program guidance. Clinical Responsibilities: Treats mental disorders with a wide range of patients using a variety of modalities, including: individual, family and group psychotherapy, triage/crisis management, and other interventions such as behavioral health and community interventions. Provides independent psychological services at all levels of complexity and consults with peers and supervisors as appropriate. Consults with referring provider/team and other OKC VA HCS psychologists, as necessary, on a wide variety of patient care issues. Academic/Teaching/Training Provides training and/or clinical supervision to various disciplines and levels of training (unlicensed graduate psychologists, psychology trainees, psychology technicians, psychiatry residents, and medical students). Qualifications Basic Requirements: Citizenship. Be a citizen of the United States. LPMHCs must be proficient in spoken and written English in accordance with VA Handbook 5005, Part II, chapter 3, section A, paragraph 3. Education. Hold a master's or doctoral degree in: Clinical Mental Health Counseling; Clinical Rehabilitation Counseling; Clinical Mental Health Counseling and Clinical Rehabilitation Counseling; or a related field, from a program accredited by the Council on Accreditation of Counseling and Related Educational Programs (CACREP). Examples of related mental health counseling fields include, but are not limited to Addiction Counseling; Community Counseling; Gerontology Counseling; Marital, Couple, and Family Counseling. Persons hired or reassigned to LPMHC positions in the GS-0183 series in VHA must hold a full, current, and unrestricted license to independently practice as a Licensed Professional Mental Health Counselor, which includes diagnosis and treatment. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: In addition to the basic requirements for employment, the following criteria must be met when determining the grade of candidates. Licensed Professional Mental Health Counselor (Program Manager), GS-13 Experience, Education and Licensure. In addition to the basic requirements, candidates must have at least one year of progressively complex experience equivalent to the GS-12 grade level. The experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency. Demonstrated Knowledge, Skills, and Abilities. In addition to meeting the KSAs for the GS-12 grade level, the candidate must demonstrate the KSAs below: 1. Ability to make judgments and decisions associated with program management. 2. Ability to monitor program outcomes using data driven quality assurance process. 3. Ability to develop productivity standards appropriate to each service provided. 4. Ability to manage a wide range of programs which include the operation and management of key clinical, training or administrative programs. Physical Requirements: The work for the position is sedentary. Physical requirements include some lifting/carrying (<15 lbs.) occasionally; Reaching above shoulder; Frequent use of computer (4-7 hours per day); Sitting (4-7 hours per day); Walking (up to 6 hours per day); Standing (up to 6 hours per day); Infrequent climbing/descending of stairs; Some bending; Ability for rapid mental and muscular coordination simultaneously; Correctable near sighted and far-sighted vision; Hearing (Aid permitted); Carrying of light items such as papers, books, laptop, and/or small objects. Must be able to sit/stand for long periods of time. The position may require driving/travel. Ability to complete a Basic Life Support (BLS) course is a position requirement unless approved for a waiver.
