Summary The Transportation Safety Institute (TSI) provides premier worldwide training, products and/or services for people in the public and private sectors through innovative, state-of-the-art methods and technologies that contribute to the protection of life, property, and the environment. The Office of the Assistant Secretary for Research and Technology is the Institute's parent organization within the Department of Transportation (DOT). The TSI training center is located in Oklahoma City, OK. Responsibilities As a Instructional Systems Specialist, you will: Provide professional educational and training guidance, leadership, and consultant services for planning, developing, conducting, validating, and administering transportation safety training programs. Prepares safety training proposals, job task analysis, training development plans, course design guides and course reports. Develop and revises courses of instruction using traditional classroom-based instructional materials and guides, asynchronous (self-paced) e-learning with authoring software such as Adobe Captivate and synchronous (virtual-live) training with authoring software such as Adobe Connect, GoTo Meeting, etc. Use computer system graphics in the development and modification of course material, lesson plans, training aids and other instructional material in accordance with the course sponsor's request. Evaluate and develops training development plans, course reports, training proposals, job task analyses, course design guides, and tests to determine adherence to sound educational concepts and principles in conformance to division standards and policies. Perform project management activities which include defining project/task elements, establishing schedules, coordination with appropriate personnel, and evaluating work in progress and upon completion. Organizes and presents briefings to developers, supervisors, managers of training programs and contractors. The ideal candidate is an experienced professional with a strong background in instructional systems design who enjoys working in an entrepreneurial and collaborative environment. The ideal candidate has expert skills with e-learning development software, such as Adobe Captivate and experience in producing live on-line training. Demonstrated problem-solving, communication, and presentation skills and knowledge of transportation safety are desired. Qualifications To meet the minimum qualifications for this position, you must (1) meet the Education Requirement for the series, (2) provide a copy of transcripts for verification, AND (3) meet either the education or experience qualifications for the grade at which you are requesting consideration. To qualify for the GS-11 on Experience, you must have at least one year of experience equal or equivalent to the GS-09 it must include: Evaluating and developing recommendations for training development plans, course reports, training proposals, job task analyses, course design guides, and tests to determine adherence to sound educational concepts and principles. To qualify for the GS-11 on Education alone, you must have: 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. You can also qualify based on a combination of higher level graduate education and experience. This must be fully supported by your resume and transcripts, provided with your application. To qualify for the GS-12, you must have at least one year of experience equal or equivalent to the GS-11, it must include: Evaluating and developing at least three of the following: training development plans, course reports, training proposals, job task analyses, course design guides, produce virtual live training and tests to determine adherence to sound educational concepts and principles. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Project Management - Knowledge of the principles, methods, or tools for developing, scheduling, coordinating, and managing projects and resources, including monitoring and inspecting costs, work, and contractor performance. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. The course work must have included study in at least four of the following five areas: Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material. Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness. Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments. Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training. Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software. Some positions in this series may specialize in one or two functional areas, where more specific academic preparation may be necessary. For such positions, agencies may require course work in the applicable functional area(s) as part of the above-required 24 semester hours.
