State of Utah - Jobs Region ROW Design & Survey Manager - R2 in OGDEN, Utah

The Utah Department of Transportation (UDOT) is looking for a motivated individual to fill the Region ROW Design & Survey Manager position in Region Two. This is a management position. The incumbent in this position works independently with little supervision. This position is responsible to oversee Region Right of Way Design activities for Acquisition; oversee Region Excess and Surplus Property Management activities; oversee Region Surveying,Mapping and GIS activities; oversee Region Right-of-Way customer service activities; Represent the Region in Department Survey Standards and Best Practices activities. The incumbent will supervise a Region ROW Team and Consultant staff.

Principal Duties As the Region ROW Design & Survey Manager you will:

  • Apply intensive and diversified knowledge of surveying/engineering principles and practices in broad areas of assignments and related fields.
  • In a supervisory capacity is responsible for the right-of-way design and surveying program of the Region.
  • Employ knowledge of a wide variety of surveying field and office operation methods in the Region activities.
  • Responsible in charge of the gathering of evidence via research of public records i.e. deeds,easements and plats etc. as well as,locating physical evidence on the ground with surveying instruments i.e. Robotic or Total station and GPS etc. for boundary determination.
  • Directs reviews and prepares right of way design plans,ownership records,easements and deeds of conveyance for acquisition and surplus of real property.
  • Facilitates questions,claims,disputes,and conflicts involving the general public and other government agencies concerning UDOT properties and right of way.
  • Distributes requested public records of right of way to the public in accordance to policies and GRAMA regulations.
  • Completes title searches and abstracts to identify ownership of property,easements and right of way in the County Recorder Office and other relevant repositories.
  • Make decisions independently on surveying/engineering problems and methods,and represent the organization to resolve important questions and to plan and coordinate work.
  • Coordinates with the Project Managers,Designers,Consultants,and the ROW Team throughout all projects in the region to help plan,monitor,and providing advice as to the best practices and timing of each ROW package.
  • Coordinates with the ROW Permits office,the ROW Team,and Developers or their Designers to help in preparing Excess/Surplus packages. Reviewing the packages with Region Managers to determine if the packages can be recommended by the region as excess lands,and send the packages to the Central ROW for surplus.
  • Planning,monitoring and performing Quality Assurance of all surveying activities being performed within the region,such as Control,Base Mapping,Photogrammetry,Construction,Maintenance,and Archival activities.
  • Coordinate the maintenance of existing and new right-of-way files,maps,documents and correspondence in department and region record keeping systems.
  • Coordinate Region assistance with the public,other government agencies and other groups within the depar tment with questions and requests regarding,property management,access management,right-of-way documents,claims,disputes,and conflicts involving department property.
  • Coordinates and/or acts as liaison between Region Right of Way and other agencies,divisions,organizations,or consultants.
  • Estimates workforce needs and schedules,and assigns work to meet completion dates,to meet client and project goals.
  • Evaluates division processes and results obtained and recommends major changes to achieve overall objectives.
  • Writes,reviews,and /or negotiates grants,contracts and/or agreements.
  • Analyzes,summarize and/or reviews data and report findings; interprets results and/or findings; discuss and/or make recommendations with appropriate parties
  • Other duties as assigned.

Minimum Qualifications

  • [Must have 10 years of Right of Way experience in the State of Utah or be licensed as a Professional Land Surveyor or Professional Engineer with 2 years of experience post licensure. ]{#isPasted}
  • Must have a valid driver s license or be able to obtain one within the first 6 months of hire.

Additional knowledge,skills,and abilities required upon entry into position and trainable after entry into position:

  • Experience in the transfer or sale of real property.
  • Understanding of UDOT s Right-of-Way design process.
  • Understanding of UDOT s latest Surveying and Geomatics Standards.
  • Understanding of UDOT s Project delivery system,and the QC/QA process.
  • Communicate information and ideas clearly,and concisely,in writing; read and understand information presented in writing,such as reports,letters,and/or studies. 
  • Good communication skills as well as the ability to work well with others in a team environment.
  • The ability to give and take clear verbal or written direction well.
  • Manage and coordinate team needs,activities,and/or tasks.
  • Manage and plan for department property and equipment needs,upgrades and replacement costs and timing.

Preferences

  • Preference will be given to those with experience in UDOT Right of Way Design,Bentley Products.
