Job Summary

The Fiscal Officer, in concert with the USM Offices of Research and Sponsored Programs and Contracts and Grants Accounting is responsible for fiscal and financial activities of the Mississippi-Alabama Sea Grant Consortium (MASGC).

Primary Duties and Responsibilities

  • Assist the Director in formulating and managing grant budgets, coordinating with the MASGC Fiscal Host in the development, processing, and distribution of appropriate financial information and funds for grant awards and sub-awards.

  • Coordinate with USM in all financial reporting; assist MASGC Director with budgetary responsibilities ensuring that business and financial services are delivered on time and as requested by the Director.

  • Serve as fiscal officer for MASGC in accordance with both Federal and State of Mississippi regulations and auditing procedures; prepare monthly financial summaries for MASGC, balance and reconcile administrative accounts.

  • Provide fiscal and budgetary assistance in developing inter-institutional and multi­ partner proposals and projects and with the consent of the MASGC Fiscal Host and MASGC Director, act as the fiscal point of contact with the National Sea Grant Office.

  • Assist Sea Grant with Omnibus or other pressing deadlines by working in coordination with other department members.

  • Performs other duties as assigned.

Minimum Qualifications

Bachelor’s degree from an accredited college or university and 5 years of experience in fiscal management of federal, state, and/or local grants.

Knowledge, Skills & Abilities

  • Knowledge of accounting and budgetary principles, practices, and procedures.

  • Knowledge of grant management principles, practices, and procedures.

  • Ability to analyze, organize and prioritize work while meeting multiple deadlines.

  • Adept in office systems and technology.

  • Excellent written and oral communication skills and the ability to communicate with a diverse group of individuals.

  • Excellent organization and time management skills.

  • Resourceful and determined to provide a positive experience for others.

  • Detail-oriented.

Demonstrated professional experience with grants.gov or equivalent, word processing, spreadsheets, and database management; the ability to work as a team player and cooperate with office and other USM personnel; knowledge of and the ability to work with auditors and support all fiscal, accounting, and auditing functions as mandated by State of Mississippi, State of Alabama, and national regulations is desirable.

Preferred Qualifications

Master’s degree from an accredited college or university in business or related degree and 3 years of experience in fiscal management of federal, state and/or local grants.
