Kaiser Permanente Director of Community Health in Oakland, California

Job Summary:

The Director of Community Health is responsible for the day-to-day management and execution of program areas within the Community and Social Health Programs portfolio, including Housing for Health, Economic Opportunity, and Food & Nutrition Security. The role will lead a team working on multiple initiatives within the portfolio at any time. This includes providing strategic direction on the portfolio; managing cross functional teams; ensuring the program areas remain on track and deliver value as outlined; representing the work as a subject matter expert in various internal and external audiences; managing internal and external partners; collaborating with evaluation and learning team to maximize program impact; identifying and working through any key barriers or challenges as they arise; and contributing to innovative and new ideas as the portfolio advances.

Essential Responsibilities:

  • Prepares individuals for growth opportunities and advancement; builds internal collaborative networks for self and others. Solicits and acts on performance feedback; drives collaboration to set goals and provide open feedback and coaching to foster performance improvement. Demonstrates continuous learning; oversees the recruitment, selection, and development of talent; ensures performance management guidelines and expectations to achieve business needs. Stays up to date with organizational best practices, processes, benchmarks, and industry trends; shares best practices within and across teams. Motivates and empowers teams; maintains a highly skilled and engaged workforce by aligning resource plans with business objectives. Provides guidance when difficult decisions need to be made; creates opportunities for expanded scope of decision making and impact.

  • Oversees the operation of multiple units within a department by identifying member and operational needs; ensures the management of work assignment completion; translates business strategy into actionable business requirements; ensures products and/or services meet member requirements and expectations while aligning with organizational strategies. Gains cross-functional support for business plans and priorities; assumes responsibility for decision making; sets standards, measures progress, and fosters resolution of escalated issues. Communicates goals and objectives; analyzes resources, costs, and forecasts and incorporates them into business plans; prioritizes and distributes resources. Removes obstacles that impact performance; guides performance and develops contingency plans accordingly; ensures teams accomplish business objectives.

  • Leads budgeting and financial planning by: directing community health operations, grantmaking, and budgets for organization-wide initiatives and overall portfolio ensuring that community health objectives are attained and within approved budget parameters; directing teams in market-wide portfolio assessment, budget analysis, and preparation of strategic, short-term and long-term community health spending plans; and aligning and monitoring community health funded programs with community health strategy and reviewing, developing, and advancing short-term and long-term business cases.

  • Directs community health grantmaking and investments by: directing administration of and presenting at market charitable contributions committee meetings, training, and orienting committee members; advancing community health strategy design decisions across markets using multiple sources of data and lessons learned from previous and existing grantmaking and the field; driving key organizational objectives regarding charitable contributions programs/initiatives, including investments, in-kind, and business operational assets, and providing direction in consultation, technical assistance, and training initiatives; ensuring all program evaluations of current grantmaking are collectively contributing to market-specific goals and decision making as well as National Community Health goals and decision making, as appropriate; conducting strategic planning when developing grants, including scoping, inviting, analyzing, developing recommendations, presenting to committees; and directing teams in developing innovative charitable contribution strategies in alignment with other community health priorities.

  • Directs communication strategies by: directing strategic communications between KP and management in community agencies regarding health programs; championing KPs position and long-term commitment to community health to internal and external audiences; overseeing the identification of corporate marketing, community relations outreach, and media opportunities to increase visibility of community health portfolio and programs; driving regular communication with internal and external stakeholders through regular reports and presentations as needed to communicate the impact of community and social health initiatives; directing the development of communications strategies to update programs, related stories, factsheets, press releases, and news articles; representing KP by directing teams and the strategic engagement approach and participating in collaboratives, working groups, advisory boards, committees, panels, conferences, and planning groups; and educating and influencing community leaders by advocating KPs value and commitment to communities served.

  • Directs community health program management by: directing community health programs in KPs Community Health Program, including planning, design and operations of national and/or market internal and external initiatives that address community wellbeing based on business priorities, community health needs assessment, and/or community engagement; directing teams and/or collaboration with functional areas to develop alignment that all community health programs and activities meet the needs of KPs diverse communities; overseeing community health strategies and programs across the market, including philanthropy, in-kind, and/or community health improvement programs at the local and/or market level; directing multiple teams in planning, and organizing the market-wide delivery of short and long range community initiatives and focus areas, ensuring alignment with community health priorities and organizational goals; and driving the design, development, and implementation of programs that measurably improve community health and support the organizations tax-exempt status.

  • Directs regulatory compliance by: directing compliant portfolios and ensuring accountability is built in the strategy and portfolio of work for charitable contributions/operations and systems that are in compliance with legislative, regulatory and KP policies, and promoting a speak up culture; and conducting strategic planning to ensure accuracy of information included in all regulatory, governmental, and KP reports and directing report writing and submission of all regulatory reports.

  • Leverages organizational resources by: driving advanced expert knowledge in leveraging in-kind resources from KP, including technical expertise, programs managed by KP, and operational assets (e.g., hiring, investments, purchasing) to connect to, support, and improve the health of KP communities and organizations and promoting strategic bi-directional learning from stakeholders.

  • Drives stakeholder relationships by: directing teams in building and maintaining key and complex relationships with community leaders including non-profits, for profits, elected officials, public agencies, and other key community and internal stakeholders to engage in long-term strategic community health work; engaging market and program office leadership and other key internal and external stakeholders to direct execution of community health strategies; championing long-term, strategic partnerships with community organizations to advance KPs mission; directing work groups involving members of different departments to drive long-term partnerships between health plan, care delivery, and community organizations that serve identified populations; and overseeing collaborative and strategic partnerships with philanthropic, policy, public health, and academic organizations to advance shared missions.

  • Directs strategic planning by: driving the development and implementation of long-term community health strategic plans; directing, planning, and implementing strategic national and market community health programs, projects, and initiatives; directing the strategic development and implementation of a market wide integrated community health plan which supports the organizations long-term goals and ensures alignment to local medical service area needs; and supporting market and national teams and Communities of Practice to drive and implement strategic and innovative approaches to population health improvement.

    Minimum Qualifications:

  • Minimum five (5) years of experience managing operational or project budgets.

  • Minimum three (3) years of experience in a leadership role with direct reports.

  • Bachelors degree from an accredited college or university AND minimum ten (10) years of experience in government, public health, health services, economic development, community/social/human services, or related field OR Minimum thirteen (13) years of experience in government, public health, health services, economic development, community/social/human services, or a related field.
