Contract Specialist III – Long-Term Contract Opportunity in Oakland, CA!

In this advanced-level role, you will have the opportunity to lead complex procurement projects, collaborate with a wide range of stakeholders, and make a significant impact on the success of our organization.

Key Responsibilities:

• Lead and Manage Procurement: Spearhead and oversee the procurement needs of assigned client departments, ensuring all activities are prioritized, implemented, and executed effectively.

• Provide Expert Guidance: Act as a consultant to senior and middle management on contracts, procurement methods, and industry standards. Guide client departments on best practices and vendor options.

• Ensure Compliance: Prepare and issue solicitation packages, maintain contract administration, and ensure all activities comply with internal policies and federal regulations.

• Monitor and Negotiate: Oversee contractor performance, resolve contract disputes, negotiate agreements, and manage change orders to ensure contract terms are met.

• Drive Vendor Engagement: Develop and execute vendor outreach plans, facilitate pre-proposal meetings, and engage with vendors on contract matters.

• Support Strategic Initiatives: Assist with developing procurement policies, conducting internal audits, and ensuring disadvantaged business plans are adhered to.

Qualifications:

• Bachelor’s degree in Business Administration, Public Administration, or a related field (with a focus on procurement preferred).

• A minimum of 7 years of experience in procurement, with a strong emphasis on contract preparation, evaluation, and administration.

• Ability to obtain a professional purchasing certification (e.g., CPP, CSCP, CPPB, CPPO, CalPCA, NCMA) within 24 months of hire.

• Valid California driver’s license and an insurable driving record.

• Bilingual skills in ASL, Mandarin, Cantonese, Vietnamese, and/or Spanish are a plus.

• Strong knowledge of procurement principles, HUD regulations, and construction contracting legislation.

• Excellent analytical, negotiation, and communication skills.
