Summary

The Arkansas Department of Environmental Quality (ADEQ) Inspector Supervisor is responsible for overseeing field inspections of public and privately-owned permitted facilities to ensure compliance with environmental laws. This position is governed by state and federal laws and agency policy.

Functions

Supervises a small to medium-sized technical field inspection staff by interviewing, hiring, training/providing training, making work assignments, and evaluating the performance of incumbents.

Reviews investigation reports, sampling data, and correspondence submitted by field investigators, responds to emergency situations, monitors clean-up, ensuring that all efforts are made to contain and/or remove pollutants, in order to eliminate or minimize environmental impact, and prepares incident report documenting findings.

Establishes sampling routes and monitors completion of routine sampling requirements for districts under supervision.

Performs and monitors on-site inspections of municipal and industrial permitted facilities by reviewing prior inspection reports and current permit to ensure compliance with environmental laws and permit restrictions.

Inspects pollution control devices for proper installation, operation, and condition.

Reviews and verifies records required by permit, reporting procedures, and sampling and analytical techniques utilized by facility.

Prepares inspection reports, including a narrative listing any violations and a letter to permit owner confirming compliance or citing violations and recommending remedial action.

Conducts and monitors inspections of work performed by private contractors to ensure compliance with state and federal regulations, documents findings, and sends letter with inspection report to contractor/building owner.

Investigates complaints of air, water, and solid waste pollution on permitted and non-permitted sites, determines validity of complaint, and cites violations of state and/or federal laws and regulations; documents findings and assists violator in correcting the problem; may conduct follow-up investigation.

Performs other duties as assigned.

Knowledge of supervisory practices and procedures.

Knowledge of state and federal pollution control regulations and investigation standards and procedures.

Knowledge of the principles of natural and environmental sciences affecting pollution control.

Knowledge of scientific testing equipment and analytic procedures utilized to determine compliance with regulations.

Ability to plan, organize, and oversee the work of subordinates.

Ability to plan, conduct, and monitor on-site scientific inspections, evaluate findings, determine compliance with pollution control regulations, and prepare reports.

Ability to obtain emission data samples for laboratory analysis.

Ability to respond to emergency situations and monitor containment/removal of pollutants.

Ability to train others in pollution control procedures.

Ability to review and evaluate reports/records.

Minimum Qualifications

The formal education equivalent of a bachelor's degree in biology, chemistry, environmental science, or a related field; plus three years of experience in pollution control-related activities, sanitation inspections or a related field, including one year in a supervisory capacity.
