Responsibilities

The Sr. Principal Project Manager will report to the Project Planning Division Manager within the Project Planning and Delivery Directorate. This position will have key responsibilities to plan and manage large infrastructure projects ($20-50M) through the project lifecycle; communicate technically; and translate project requirements into project execution documents. The Sr. Principal Project Manager will demonstrate on-time and on-cost project delivery; strong communication and leadership skills; and be able to work in a dynamic environment.

Responsibilities

  • Manage the construction and modification of facilities across the Nevada National Security Site as well as related support infrastructure systems ( civil site prep, water, sewer, communication, and electrical power).

  • Manage large projects ($20-50M Total Project Cost) that involve complex and technically challenging scopes of work. Responsible for all aspects of the project over the entire lifecycle (initiation, planning, executing, monitoring & controlling, and closing).

  • Manage projects in accordance with established company procedures that control project management including project management best practices and processes, planning, phase gate reviews, estimating, schedule development, work authorization, monitoring project performance, controlling the project baseline, Earned Value Management System reporting, and change control.

  • Lead the Integrated Project Team to plan and complete the projects on time and on budget.

  • Establish and actively monitor customer satisfaction.

  • Proactively develops and implement strategies to mitigate risk.

  • Use and document cost-benefit analysis in decision-making.

  • Effectively use communication skills in executing project management responsibilities.

Qualifications

  • Bachelor’s degree in a related field or equivalent training and experience and at least 12 years’ related professional experience, which included at least 8 years’ as a designated Project Manager. Master’s degree preferred.

  • A nationally recognized certification in Project Management (i.e. Project Management Institute Project Management Professional ®) is preferred.

  • Previous project management experience and responsibilities should include:

  • Managing large ($20-50M TPC) sized projects and project teams (20-100 people) through representative project lifecycle phases;

  • Defining, planning, executing, monitoring, controlling, and successfully completing discrete elements of scope in compliance with defined schedule, costs, risk, and quality constraints;

  • Maintaining satisfaction of stakeholders with differing needs and expectations;

  • Managing communications between project stakeholders and team members;

  • Identifying and complying with project requirements in development of products and deliverables;

  • Managing the project team in successfully achieving project scope, schedule, and cost objectives.

  • Previous experience managing DOE/NNSA Line Item Construction projects under DOE Order 413.3B strongly preferred.

  • Possess excellent oral and written communication skills and an ability to effectively interface with all levels of the organization and lead technical discussions.

  • Ability to synthesis, analyze, draw conclusions and make recommendations from data.

  • Ability to maintain satisfaction of stakeholders with differing needs and expectations.

  • Critical Thinking & Problem Solving: Evaluates alternatives and identifies solutions using systematic, multi-step approaches. Develops innovative solutions that improve project performance.

  • Collaboration: Facilitates discussion and resolves conflicts within the Integrated Project Team (IPT) and with stakeholders. Establishes trust among IPT members. Builds and uses cross-functional relationships to accomplish tasks. Establishes and manages effective large (20-100 people) IPTs. Maintains and effectively leads the IPT. Achieves customer satisfaction. Coaches and motivates team members while promoting team interaction. Delegates responsibility appropriately. Uses collaborative skills to resolve conflicts and create productive partnerships. Mentors other less experienced Project Managers by consulting and providing advice.

  • Decision-Making: Demonstrates effective decision-making skills, including knowledge of how and when to escalate issues to higher levels. Analyzes the risks and future impact of decisions. Uses cost- benefit analysis in decision-making. Guides staff and the IPT in learning and applying effective decision-making approaches. Participates in strategy development at the program level.

  • The primary work location will be at the Losee Road facility in North Las Vegas, Nevada.

  • Work schedule will be 4/10s Monday through Thursday (subject to change).

  • Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.

  • Must possess a valid driver’s license.

    MSTS is required by DOE directive to conduct a pre-employment drug test and background review that includes checks of personal references, credit, law enforcement records, and employment/education verifications. Applicants offered employment with MSTS are also subject to a federal background investigation to meet the requirements for access to classified information or matter if the duties of the position require a DOE security clearance. Substance abuse or illegal drug use, falsification of information, criminal activity, serious misconduct or other indicators of untrustworthiness can cause a clearance to be denied or terminated by DOE, resulting in the inability to perform the duties assigned and subsequent termination of employment. In addition, Applicants for employment must be able to obtain and maintain a DOE Q-level security clearance, which requires U.S. citizenship, at least 18 years of age.     Department of Energy Q Clearance (position will be cleared to this level). Reviews and tests for the absence of any illegal drug as defined in 10 CFR Part 707.4 (http://www.ecfr.gov/cgi-bin/text-idx?SID=14b1c770db022992d237769fbe9fc519&mc=true&node=se10.4.707_14&rgn=div8) , “Workplace Substance Abuse Programs at DOE Sites,” will be conducted. Applicant selected will be subject to a Federal background investigation, required to participate in subsequent reinvestigations, and must meet the eligibility requirements for access to classified matter. Successful completion of a counterintelligence evaluation, which may include a counterintelligence-scope polygraph examination, may also be required. Annual salary range for this position is: $132,142.40 - $204,817.60.

Starting salary is determined based on the position market value, the individual candidate education and experience and internal equity.
