Responsibilities

In this role, the Principal Procurement Specialist will work closely with and report to the Procurement Compliance Manager. The Specialist is required to support staff with the development of pre/post-award functions which include, but are not limited to, conducting market research, preparing request for quotations, request for proposals, devising technical evaluation methodologies, conducting sourcing events, organizing and leading technical evaluation panels, planning acquisition/procurement strategy, and performing other cradle to grave procurement activities. The specialist will be required to recommend cost and price analysis, coordination and communication with regard to planning, implementation, and monitoring of the approved Procurement program to include resolving compliance issues with procurement representatives, legal counsel and providing input at all levels of the organization.

KeyResponsibilities

  • Recommends development and implementation of pre/post-award functions and policies, procedures and tools.

  • Recommends development and implementation of cost and pricing processes and tools.

  • Recommends the development, implementation and enforcement of policies, procedures and objectives for the efficient expectation of a compliant procurement organization system and activities.

  • Assists the implementation and maintenance of the current clause matrices for the various contract types utilized within the Procurement organization.

  • Provide technical guidance on preparation, solicitation, negotiation, award and administration of procurement documents and coordinate procurement activities.

  • Conducts compliance review of major subcontracts and all procurement activities that require the Legal Counsel and Contracting Officer reviews and provide recommendations for improvement or corrections needed.

  • Assists management assessments and identify compliance issues, concerns and deficiencies with recommended corrective actions and plans.

  • Report methods to improve efficiency and quality of services, and to reduce the vulnerability to fraud, abuse, and waste within the procurement organization.

  • Periodically reviewing and revising the policies and procedures in light of changes to the organization, the Federal Acquisition Regulations (FAR) and modifications to the prime contract.

  • Assists and recommends approval of requests for Fair Labor Standards Act, Construction Wage Rate Requirements and Service Contract Labor Standards for anticipated and/or actual requirements.

  • Assists and coordinates with MSTS Law Department to obtain legal opinions before and during the term of an agreement.

  • Review all procurement related documents and other information that are relevant to procurement compliance activities, including but not limited to, procurement personnel, subcontractors/suppliers, Internal Audit, and other organizations within the company.

  • Work closely with key managers to identify risks and trends to ascertain patterns that may require a change in the policies and procedures within the Procurement organization.

  • Perform other duties assigned by Management.

Qualifications

Due to the nature of our work, US Citizenship is required for all positions.

  • Bachelor’s degree in related field or equivalent training and experience with at least 8 years relevant, progressively responsible experience.

  • Government procurement and compliance experience is highly desired.

  • Department of Energy/National Nuclear Security Administration (DOE/NNSS) experience is highly desired.

  • Experience and working knowledge of the FAR and DEAR to implement and maintain a compliant procurement system.

  • Demonstrated skill to perform compliance reviews of pre and post award subcontracts; cost/price analysis, assessments, audits and negotiations.

  • Demonstrated skill and experience in computerized procurement systems and demonstrated proficiency with MS Office.

  • Demonstrated skill to plan, organize, lead, and monitor a wide variety of team efforts to their successful completion.

  • Must have excellent oral and written communications skills to effectively interface both internally and externally at all levels of staff and management including DOE/NNSA customers.

  • Demonstrated skill to establish and maintain strong and effective customer relationships and anticipate change and adjust promptly and effectively.

  • Strong business acumen and ability to tactfully offer constructive comments in a positive and supportive, yet firm manner is critical.

  • Desire and ability to help others learn, be flexible but understand the importance and be committed to compliance.

  • Work will be conducted remotely. Some work at our Losee Road facility in North Las Vegas, Nevada is required in support of these functions.

  • Flexible work schedule can be negotiated with the manager; employees can work 5/8's, 9/80's or 4/10's work-weeks.

  • Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.

  • Must possess a valid driver's license.

    Ability to obtain a HSPD-12 Personal Identity Verification credential under the Department of Energy Order 206.2, ‘Identity, Credential, and Access Management,’ and Supplemental Directive NNSA SD 206.2, ‘Implementation of Personal Identity Verification for Uncleared Contractors.’

    Starting salary is determined based on the position market value, the individual candidate education and experience and internal equity.
