Los Alamos National Laboratory Operations Manager 3 in North Las Vegas, Nevada

What You Will Do

The Los Alamos National Laboratory (LANL) Nevada Programs Office (NPO) is seeking an experienced leader to serve as a LANL Joint Laboratory Office Nevada (JLON) Operations Manager (OM). Reporting to the LANL JLON Manager, the OM will interface with the Nevada National Security Site (NNSS) Management and Operations (M&O) Contractor's Facility and Functional Managers (FMs) and the Nuclear Weapons Laboratories (NWLs), LANL and LLNL, line and program organizations that conduct experimental programmatic work at the NNSS facilities. The OM will translate customer requirements into state-of-the-art operational strategies and processes, resulting in safe, secure and cost-effective operations and best-in-class Laboratory mission accomplishment.

Job Duties

  • The OM will serve as a holder of a portion of the NWL operational envelopes ("Secondary Real Estate Operating Permits") and will be responsible for working with the M&O contractor representatives to develop technical basis required to ensure required programmatic work falls within the approved operational envelope.

  • Coordinates work with program representatives, the on-site programmatic coordinators, and on-site NWL permanent party line management to ensure that NNSS facilities are configured, operated, and maintained as required to support NWL experimental programmatic operations.

  • Defines and recommends organizational objectives, develops specific short-term and long-range plans, and monitors progress to assure work objectives are attained and schedules are met.

  • Responsible for contributing to a Plan of the Week (POW) meeting, managing an integrated schedule, and working with JLON support staff to coordinate operational support services and ensure a comprehensive understanding exists regarding implementation of applicable safety and security management programs.

  • Develops and administers operations-related plans, budgets, and policies and procedures.

  • Directs preparation of concise studies on complex subjects for management; identifies problem areas, investigates alternative solutions, determines cost implications, and recommends solutions.

  • Works with the JLON Manager and the Responsible Line Managers (RLMs), to support the authorization and execution of work in a safe, secure, and compliant manner.

  • Provides guidance and interpretation of policies and programs concerning operations management.

  • Ensures proper communication to employees and other organizations on the implementation of operational management policies, procedures and practices.

  • Understands and adheres to all Laboratory and industry regulator guidance and governance specific to scientific/technical, programmatic, business, and/or operational policies and procedures.

  • Understands and implements Integrated Safety Management (ISM) line management responsibilities for their organization including but not limited to integrating safety into every task, pausing/stopping work, modeling exemplary behavior, fostering open communication, engaging workers in the field, rewarding positive behavior and addressing deficiencies through accountability.

  • The OM will notify, investigate and report abnormal occurrences. You will serve on rotation as a JLON Duty Officer ensuring contractual requirements are met during non-work hours.

  • Ensures all results, materials, processes, and final products meet quality specifications and are completed according to established requirements.

  • Fosters a mutually respected and inclusive work environment that is free from discrimination and harassment.

  • Obtain and maintain a DOE Q clearance and HRP.

What You Need

Minimum Job Requirements:

Knowledge and Expertise: Thorough knowledge of operational management including a demonstrated technical knowledge and experience with the DOE Explosives Safety Program and Regulations, the DOE Nuclear Safety Programs and Regulations, Experimental and/or Research & Development (R&D) operations and NNSA Safety Management Programs. Demonstrated expertise identifying facility and operational hazards associated with conducting experimental work, formal conduct of operations, and configuration management. Knowledge of security policies including classified or sensitive matter. Through knowledge of conduct of maintenance, conduct of engineering, conduct of operations and quality assurance programs.

Collaboration: Experience working with multidisciplinary teams across multiple organizations with a wide variety of organizational requirements to achieve a common objective. Demonstrated experience in developing and nurturing effective external and internal customer relationships. Demonstrated experience in interacting effectively with all levels of external and internal personnel, building trust, gaining consensus, and resolving conflicts.

Operational Acumen: Demonstrated knowledge of requirements for Integrated Safety Management, Formality of Operations, and Safety Basis. Demonstrated ability to oversee explosives facility operations, intentional firing operations, and safety program implementation. Demonstrated experience in implementation of Conduct of Operations, Engineering, Maintenance, and Training programs. Experience and demonstrated skill in identifying problem areas, investigating alternative solutions, and determining action to be performed on problems affecting operations management.

Communication & Project Management: Demonstrated excellent oral and written communication and presentation skills to gain cooperation of others and conduct presentations of technical and/or function-specific information concerning specific projects or schedules. Demonstrated experience in defining working scope, schedules, budgets, resource management, and de-confliction of work.

Education: Position requires a bachelor's degree from an accredited institution and 5 years related experience; or an equivalent combination of education and experience directly related to the occupation.

Desired Qualifications:

  • Operational knowledge of the LANL Weapons Program and Global Security Program experimental programmatic work at the NNSS.

  • Knowledge of and working familiarity of NNSS nuclear facilities, high explosive facilities to include regulatory compliance, authorization basis, safety basis, and Real-Estate Operating Permits (REOPs).

  • Knowledge of Nevada Field Office orders governing work at the NNSS.

  • Demonstrated successful experience interacting/interacting with DOE field offices.

  • Experience working across the National Security Enterprise (NSE) sites to meet mission objectives.

  • Knowledge of LANL Institutional policies and procedures.

  • Experience conducting critiques, root cause analysis, and lessons learned.

  • Active Q clearance and HRP.

Work Environment:

Work Location: This position is onsite and physically located in Nevada, LANL Duty Station DOE-Mercury. All work locations are at the discretion of management.

Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. If an employee has not served the time required, they may only apply for Laboratory jobs with the documented approval of their Division Leader. The position commitment for this position is 1 year.

This position has a permanent duty station at the Nevada National Security Site (NNSS) located in Mercury, Nevada, approximately 60 miles north of Las Vegas, NV. The selected candidate will be expected to relocate to Nevada within 6 months of start date. Extensions to the relocation timeline may be submitted to the hiring manager for consideration.

Directive 206.2 - Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2 (https://directives.nnsa.doe.gov/supplemental-directive/sd-0206-0002) . Clearance: Q (Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government, and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance. and obtaining such clearance requires US Citizenship except in extremely rare circumstances. Dependent upon the position, additional authorization to access classified information may be required, which may or may not be available to dual citizens. Receipt of a Q clearance and additional access authorization ultimately is a decision of the Federal Government and not of Triad.

*Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. HRP: This position is subject to the requirements of the DOE Human Reliability Program as specified in 10 Code of Federal Regulation, Part 712, ยง712.11. These requirements include on going drug and alcohol testing, as well as periodic medical and psychological evaluations.

New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law. A positive drug test for marijuana will result in termination of employment, even if the use was pre-offer.

Incentive Compensation Program: Position is eligible to participate in the Triad Incentive Compensation Program. You must be in an eligible position for a minimum of 3 months, before July 1st and remain in an eligible position as of the end of the fiscal year, September 30th. The annual distribution is prorated based on the number of months in the eligible position.
