Work Hours: M-F, 8 a.m. to 5 p.m. with occasional call out

SCADA Engineer Position Summary
This position is responsible for all engineering and support to assure functional and accurate operation of the LCEC SCADA/DMS system. Scope includes the design, programing, and maintenance of the SCADA server database, field device interfaces, user displays, reports, and the ICCP data exchange. Additional responsibilities include documentation of SCADA facilities, field support for commission testing and troubleshooting, and SCADA support for System Operations.
SCADA Engineer Position Responsibilities:
Program and maintain SCADA server database
Maintain a point list for each RTU.
Develop and maintain company standard point definitions.
Create control logic equations to perform automated functions.
Program calculations.
Define historical data sets.
Define graph data.
Program Load Control functions.
Design and Program field device interfaces
Develop SCADA interfacing specifications for new devices.
Design hardware interfaces necessary to integrate third-party devices with the SCADA system.
Program third-party devices to interface with the SCADA system.
Program RTU configuration (communication parameters, data point mapping, and logic calculations).
Design, program, and maintain user displays and reports
Create displays that clearly and accurately reflect the electric system.
Present data and controls in a logical, user-friendly format.
Provide links and menu shortcuts for easy navigation of displays.
Develop, maintain, and consistently apply company display standards.
Maintain the connectivity data links when adding or modifying elements to a display.
Create and maintain data tables.
Create and maintain graphs.
Provide ICCP data and system support for FRCC link
Participate in FRCC DEWG (Data Exchange Working Group) conference calls.
Maintain LCEC’s ICCP data exchange list.
Maintain the ICCP client and server datasets.
Participate in ICCP testing as required by FRCC.
Coordinate and document planned ICCP outages.
Troubleshoot, identify, and resolve ICCP communication problems.
Program and maintain the Distribution Management System (DMS)
Maintain the DMS model.
Validate DMS model accuracy.
Troubleshoot database and data interface problems.
Document and communicate required GIS data fixes.
Develop DMS strategies to support operational needs.
Perform automation or logic programing for DMS applications.
Create intuitive and functional displays that facilitate operational objectives.
General SCADA system responsibilities
Implement and maintain SCADA system security features.
Coordinate software updates and patches with IT personnel.
Work with the SCADA system vendor to troubleshoot, identify, and resolve server problems.
Ensure synchronization of the backup servers with the primary server and perform periodic testing to guarantee availability.
Respond to end-user questions, inquiries, problems/issues.
Work with System Operations and other business users to ensure their functional and data requirements are incorporated into the SCADA system.
Provide SCADA/DMS system operation instruction/training to System Operators and business users as required.
Design and implement new applications that are required to meet business needs.
Document SCADA facilities with wiring schematics, connection diagrams, point lists, and logic diagrams.
Provide construction and troubleshooting support to Substation, Relay, and SCADA Technicians.
Assist technicians with end-to-end commission testing of new points or functions.
Required & Desired Qualifications (by grade): Candidates will be evaluated commensurate with level of experience.
Required Qualifications: Associate Engineer
BS/Electrical Engineering, Computer Science, or Information Systems (or AA in EET with 2 years SCADA experience).
Preferred Qualifications: Associate Engineer
3 years' engineering or IT experience.
2 years' experience in power engineering profession.
Experience with integration of SEL relays and communication processors to SCADA system.
Experience with DNP 3 and ICCP protocols.
Experience with Visual C++.
Required Qualifications: Engineer I
BS/Electrical Engineering, Computer Science, or Information Systems (or AA in EET with 6 years SCADA experience).
3 years' engineering or IT experience.
Preferred Qualifications: Engineer I
Master's degree in Electrical Engineering, Computer Science, or Information Systems.
OSI SCADA/DMS experience.
2 years' experience in power engineering profession.
Licensed professional engineer.
Required Qualifications: Engineer II
BS/Electrical Engineering, Computer Science, or Information Systems (or AA in EET with 10 years SCADA experience).
7 years' engineering or IT experience.
Preferred Qualifications: Engineer II
Master's degree in Electrical Engineering, Computer Science, or Information Systems.
OSI SCADA/DMS experience.
5 years' experience in power engineering profession.
Licensed professional engineer - NSPE.
Required Qualifications: Engineer, Sr.
BS/Electrical Engineering, Computer Science, or Information Systems.
15 years' engineering/IT experience.
10 years' experience in two or more areas of power engineering.
Experience leading.
Preferred Qualifications: Engineer, Sr.
Master's degree in Electrical Engineering, Computer Science, or Information Systems.
OSI SCADA/DMS experience.
Licensed professional engineer.
Recognition in the profession as a specialist in field (teaching, writing).
Experience in multiple areas of electrical engineering.
Licenses and Certifications
Florida state driver's license or ability to obtain one upon employment.
