The Strategic Mobility Expert will be on a dynamic team responsible for providing strategic mobility support to our customer site in Norfolk, Virginia, and at Serco’s office in Virginia Beach, Virginia. This position is contingent upon your ability to

obtain/maintain/transfer your Secret clearance and on Contract and subsequent Task Order award.

Serco supports the USCG in mobility and force deployment Automated Information Systems (AIS) that include Joint Operational Planning and Execution System (JOPES), Active Radio Frequency Identification (aRFID), Integrated Computerized Deployment System (ICODES), Global Air Transportation Execution System (GATES), Cargo Routing Information File (CRIF); modules used within the Financial and Air Clearance Transportation System (FACTS), and programs required to support the strategic movement of cargo and personnel in support of USCG requirements. In addition, assistance is required to ensure the force deploying units are trained in preparing and certifying hazardous material for shipment by all modes of transportation, e.g., air, land, and sea. Contractors are responsible for updating the Force Deployment Planning & Execution (FDP&E) and Tactics, Techniques and Procedures (TTP) manuals and providing logistics data and requirements for future mobility systems such as the Sea Service Deployment Module (SSDM).

You will be part of a five-to-seven-member team that works closely with the customer and other Serco teams to deliver strategic mobility support. The team has been supporting the USCG in this capacity for over 15 years and has been recognized by for their outstanding contributions.

In this role, you will:

  • Track, analyze and monitor mobility cost associated with moving personnel and equipment by various modes of transportation related to deployments and redeployments of units.

  • Perform FDP&E functions to support the movement of personnel, supplies, and equipment via commercial and military transportation, at all levels.

  • Assist in the planning and execution of Time-Phased Force Deployment Data (TPFDD) movements for the USCG both CONUS and OCONUS.

  • Prepare aircraft load plans with ICODES in SLP and SSDM that meet USCG movement requirements.

  • Track airlift and prepare units for deployment/redeployment using multi-modal transportation solutions and the systems used to perform these tasks. Examples of systems used include the following: Integrated Data Environment (IDE)/Global Transportation Network (GTN) Convergence (IGC), SMS, Radio Frequency In-Transit Visibility (RF-ITV) Server and other AIS as required to support deployment operations.

  • Prepare and certify Hazardous Material (HAZMAT) shipments and associated documentation for all modes of transportation; air, ground, and sea, in accordance with Code of Federal Regulations 49 (CFR), International Maritime Dangerous Goods (IMDG), International Air Transport Association (IATA), Emergency Response Guide (ERG) and Air Force Manual 24-204 (AFMAN).

  • Provide mobility planning expertise to working groups involved in the development of SSDM and participate in the creation and review of operational capabilities.

  • Validate, certify and in some cases create load plans in ICODES for all deployable USCG assets and personnel via strategic airlift and/or sea vessels.

  • Assist and provide guidance as needed to deploying forces with development of ICODES load plans.

  • Burned RFID tags and associated the tags to cargo and equipment by means of mobile computing.

  • Monitor the RF-ITV Server and IGC/GTN to provide a way for the USCG to identify, track, and manage their cargo and equipment from point of origin to destination and to ensure ITV of USCG deployment assets.

  • Develop curriculums, editing, quality control, and production of curricula specific to unit movement preparation.

  • Train and evaluate personnel on proper marking of vehicles, containers, packaging of supplies, properly filling out HAZMAT documentation and associated mobility skills.

  • Develop training strategies and continue coordination efforts amongst all levels within the USCG.

  • Develop processes and strategies that ensure USCG Unit Mobility, Embarkation, Transportation and Logistics personnel have the required skills and support mechanisms to expeditiously deploy and redeploy forces.

Qualifications

To be successful in this role, you will have:

  • A Bachelor’s degree.

  • Five years of operational experience in Load Planning and Strategic Mobility.

  • This position is contingent upon your ability to obtain/maintain/transfer your Secret clearance

  • Proficiency in technical writing.

  • Proficiency with Microsoft Office software to include Word, Excel, Access, and PowerPoint.

  • The ability to travel at least 10% of the time.

Additional desired experience and skills:

  • Certified Air Mobility Command (AMC) Affiliation ICODES Airlift Load Planner.

  • Certified in Joint Operation Planning and Execution System (JOPES).

  • Certified in Transportation of Hazardous Materials.
