The City of Norfolk’s Parking Division is an enterprise fund, which falls under the Department of General Services. The Parking Division operates over 19,000 public parking spaces located in 14 garages, 10 lots and more than 500 on street spaces.
This position is designed for a forward-thinking leader who will develop innovative strategies to elevate the customer experience. The position oversees the division's parking operations unit, ensuring smooth and top-notch special event staffing and management. Manages the daily operation of city-owned parking lots and garages. Oversees the supervisors of the division and other personnel of the parking department. Provides administrative, budgetary, and staffing leadership and support. Negotiates and coordinate arrangement with merchants, public safety and transportations groups. Functions as safety officer.
Essential Functions
Essential functions include but are not limited to:
Administers the operational facet of the division by ensuring staff preparedness for opening and closing, collecting revenue, resolving problems, assisting the parking administer, receiving and disseminating information and instructions, reviewing reports, preparing reports, overseeing money, safety and public relation issues.
Supervise and inspire a diverse team of employees, including eight (8) parking supervisors. Foster a culture of continuous improvement, professional development, and excellence in customer service. Your leadership will be crucial in creating a team that is both motivated and forward-thinking.
Provide supervision by evaluating, developing, and disciplining employees, providing coaching, overseeing interview process, orientation and quality control of existing staff, and overseeing written employee commendations.
Participates in special event planning requiring parking; this includes, but is not limited to, attending meetings, ensuring parking facilities are properly staffed, providing attendance information and other requested statistics.
Drive the division’s commitment to superior customer service by implementing strategies that enhance the parking experience for all parking customers. Ensure that customer service standards reflect the City’s dedication to quality and satisfaction.
Responds to customer complaints by addressing issues without compromising policies and guidelines.
Education/Experience
Work requires knowledge of a specific vocational, administrative, or technical nature which may be obtained with six months/one year of advanced study or training past the high school equivalency. Junior college, vocational, business, technical or correspondence schools are likely sources. Appropriate certification may be awarded upon satisfactory completion of advanced study or training.
Required:
- Three years of experience as a supervisor in cash collection or record keeping.

Wednesday - Sunday 3:00PM – 12:00AM 40 hours per week
Signing Bonus:
This position is eligible for a$5,000 signing bonus.
Regular full-time and permanent part-time employees may receive paid holidays, vacation and sick leave, employer paid pension plan, basic life insurance, voluntary participation in medical and dental, Section 457 deferred compensation, long-term disability, optional life insurance for self, spouse and children, medical and dependent care reimbursement plans, access to membership in credit union and employer provided parking.
Special project/grant employees are generally eligible for the same benefits of regular full-time employees; however, retirement, life insurance and participation in health plans vary depending upon funding and authorization.
Temporary/seasonal and part-time employees are generally only eligible for employer provided parking and access to membership in credit union.
Retirement
If you are hired October 5, 2010, or after to a position with City of Norfolk Retirement System benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.
If you are hired January 1, 2022, or after to a position with Virginia Retirement System (VRS) benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.
The Tuition Assistance Program is established to encourage employees toward continued self-development and education. Permanent full-time and permanent part-time classified, unclassified permanent, full-time special projects, and constitutional employees who have completed six months continuous service will be eligible to apply. The applicant’s school of enrollment must be an accredited institution.
