The City of Norfolk’s Parking Division is an enterprise fund, which falls under the Department of General Services. The Parking Division operates over 19,000 public parking spaces located in 14 garages, 10 lots and more than 500 on street spaces.

The Department of General Services-Parking is currently looking to hire a Maintenance Worker I to assist in maintaining the aesthetics and operability of city parking garages. This is heavy manual labor work in the upkeep and maintaining of the city parking garages. Work involves performing general maintenance and light-construction in parking, lots, garages, and surrounding areas. This position also maintains parking meters.

Essential Functions

Responsibilities include but are not limited to:

  • Daily cleans assigned areas; sweeps floors, dumps trashcans; washes windows and mirrors; and scrubs restrooms.

  • Cleans walkways and areas around buildings.

  • Sweeps, vacuums, and spot cleans surfaces as necessary.

  • Must be able to interact in a friendly and helpful manner with other employees, the public, staff, and others.

  • Must be able to stand/walk for periods up to 8 hours; bend; stoop; and climb ladders, and stairs.

  • Must be able to move industrial size mops and cleaning equipment and be able to lift equipment, materials, and supplies up to 60 pounds.

  • Must be able to work in a team environment and be able to follow instructions both orally and in writing.

  • Must be able to read and follow work schedules.

  • Requires full range of hearing, peripheral and night vision, and color/depth perception.

  • May require regular exposure to inclement and severe weather conditions.

  • Maintains parking meters by installing and removing, cleaning up in and around meter boxes and vaults, breaking down discarded meters, preparing meters to be reutilized and rebuilding, retesting meters, and collecting revenue from meters.

Education/Experience

Work requires the ability to read and understand written instructions, to understand simple processes and the routine operation of machines. Level of knowledge equivalent to less than high school or equivalency.

Work Schedule:

  • Monday – Friday

  • 7:30am – 4:30pm

  • 40 hours per week

  • This position is designated as Essential and may be required to report to work during City closures due to inclement weather and other emergencies.

    Signing Bonus: This position is eligible for a one-time $5,000 signing bonus.

  • Regular full-time and permanent part-time employees may receive paid holidays, vacation and sick leave, employer paid pension plan, basic life insurance, voluntary participation in medical and dental, Section 457 deferred compensation, long-term disability, optional life insurance for self, spouse and children, medical and dependent care reimbursement plans, access to membership in credit union and employer provided parking.

  • Special project/grant employees are generally eligible for the same benefits of regular full-time employees; however, retirement, life insurance and participation in health plans vary depending upon funding and authorization.

  • Temporary/seasonal and part-time employees are generally only eligible for employer provided parking and access to membership in credit union.

  • Retirement

    If you are hired October 5, 2010, or after to a position with City of Norfolk Retirement System benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.

    If you are hired January 1, 2022, or after to a position with Virginia Retirement System (VRS) benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.

  • The Tuition Assistance Program is established to encourage employees toward continued self-development and education. Permanent full-time and permanent part-time classified, unclassified permanent, full-time special projects, and constitutional employees who have completed six months continuous service will be eligible to apply. The applicant’s school of enrollment must be an accredited institution.
