Job Summary:

The Heavy Truck Driver will provide logistics support and equipment operating services to NAVSUP FLC Norfolk. The position involves preparing and arranging materials and products in bulk and non-bulk forms for distribution or storage, moving and loading or unloading equipment, materials, and products, driving forklifts and related material-handling machinery and equipment, and using scoops, hand trucks, and wheelbarrows to load and move materials.

Duties and Responsibilities:

  • Responsibilities include understanding and compliance with all Naval Supply Procedures. Operates a vehicle of up to 26,000 pounds gross weight that is used to transport HAZMAT between the various Hazardous Material Minimization (HAZMIN) Centers in the Hampton Roads area. The vehicles are diesel and gas powered, stake body, type trucks and a commercial driver’s license (CDL) with H endorsement is required to transport of HAZMAT. The contents of the load will require that the operator strictly follow the requirements of Title 49 of the Code of Federal Regulations (CFR) – Transportation, and other applicable Navy and state laws. Assures load and records are compatible. Performs required paperwork. Assists in the loading and downloading of the vehicle to ensure that the load is as advertised, is properly loaded, stable, and is not leaking. Operates Material Handling Equipment (MHE) to include forklifts. Performs minor or emergency maintenance as required on forklifts.

  • Receives HAZMAT from customers and commercial carriers. Will be required to operate a forklift for loading/unloading trucks, vans, etc. Will be required to sign and date material documentation as proof of receipt and provide copy to customer and retain copy for file. Use of a personal computer is required. Working environment is in a warehouse that may be cold in winter and hot in summer.

  • Prepares shipping documents as required by the various regulatory agencies and ensures that they are properly maintained throughout the transportation process. Maintains trip records and logs. Reports accidents or problems to supervisor, TA and COR/TOM. Performs other related duties as assigned.

  • Must have the skill and knowledge to operate the vehicles over a variety of roads, including interstate highways, narrow country roads, through tunnels and over bridges. Must be knowledgeable about which routes may be legally driven and about overpass clearances and other restrictions on the route.

  • Must have the skill and knowledge to recognize HAZMAT shipments, have training and certification to complete shipping papers, and properly placard the vehicle. The contractor must be knowledgeable of 49 CFR and other related documents. Is required to certify in accordance with 49 CFR. Must understand the packing requirements and compatibility restrictions on the intended load and be able to direct the loading of the vehicle in order to avoid compatibility problems.

  • The contractor accomplishes assignments with considerable independence and is responsible for the safe operation of the vehicle and the equipment. Work is evaluated in terms of driving competence and the degree of compliance with motor vehicle laws and Department of Transportation (DOT) regulations regarding the movement of HAZMAT.

  • Ensures that all transactions are properly documented. Prepares issue, receipt, and inventory documents for filing. Conducts periodic location surveys and inventories in accordance with schedules. Correctly identifies and corrects inaccuracies on the abovementioned database.

    Qualifications:

  • Possess a minimum of four (4) years logistical experience, with at least two (2) years in a Navy or Marine Corps environment.

  • Knowledgeable of 49 CFR requirements as it relates to HAZMAT.

  • Must have completed DOT training and possess certification to prepare HAZMAT shipping papers and certify HAZMAT shipments in accordance with 49 CFR.

  • Contractor personnel must pass a periodic physical examination as specified by Naval Medical Command (NAVMED) P-117 published by the Bureau of Medicine and Surgery (BUMED). Each MHE operator must possess a current Medical Examiner’s Certificate or proof of a current medical examination document on their license. This document must be carried on their person during working hours for inspection purposes.

  • Must be able to obtain a state CDL with "H" endorsement. The contractor shall be able to pass both the written and the driving portion of the examination. Must have the mechanical ability to complete the vehicle inspection portion of the examination to the satisfaction of the examiner.
