Niagara Falls. City of Niagara Falls. Director of Community Development. $85,000/year.

MUST BE A NIAGARA FALLS, NY RESIDENT WITHIN 6 MONTHS OF APPOINTMENT

TYPICAL WORK ACTIVITIES: * Organizes, implements and evaluates the Niagara Falls Community Development Program; Oversees and directs budget preparations, staff hiring, supervision of staff, application construction, the setting of program standards, program work, program contracting, citizen participation process and the monitoring of Block Grant performance; * Responsible for the proper accountability for all program funds to HUD directly through the City Manager as Chief Executive Officer of the Program; * Responsible for formulating broad and specific policy guidelines relative to the operation of the * program and the goals to be accomplished and reports same directly to the City Manager for referral to the City Council; * Directs the preparation of consolidated Grant applications, following Department of Housing and Urban Development guidelines, in order to submit such application to Council and the Federal Department of Housing and Urban Development for approval; * Oversees (and administers) the creation of a Community Development Budget the expenditures of Community Development monies and the preparation of audit reports; * Directs the implementation of Housing Rehabilitation Programs, Neighborhood Revitalization Programs, and emergency shelter activities funded by consolidated Grant funds; * Negotiates contracts with other governmental agencies, professional firms, construction companies, and commercial interests as are specified in the Grant application for submission to Council; * Coordinates and oversees the citizen participation process as specified by Federal Guidelines; * Formulates and implements policy under the direction of the City Administrator and City Council; consults with those persons or agencies delineated above; and reports performance and confidential matters to the City Administrator.

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS: Thorough knowledge of HUD consolidated grants (CDBG, ESG, HOME)procedures, reporting requirements and IDIS; good knowledge of all facets of Urban Rehabilitation work inclusive of, grant programs, loan programs, local subsidized housing loans, local subsidized commercial loans, Code enforcement programs, acquisition, relocation, demolition programs, discretionary funds programs, site improvement programs, and urban homesteading programs; skill in preparing and administering consolidated or other Urban grants; skill in supervision and training of Community Development Program staff; demonstrated ability to relate to and utilize beneficially the regulating and supporting network of Federal, State and Local agencies; demonstrated ability to implement and supervise Urban Rehabilitation programs; ability to establish and maintain effective working relationships with those contacted in the course of work including City and other government officials, community groups and the general public; ability to communicate clearly and concisely both orally and in writing; ability to plan and organize, translate technical data and information into an easily understood format for presentation; ability to analyze financial and accounting records; ability to develop programs to effectively resolve operational problems.

MINIMUM QUALIFICATIONS: Graduation from a regionally accredited or New York State registered college or university with a bachelors degree or higher in Public or Business Administration, Finance, Urban Planning or closely related field and five (5) years of professional experience in community/economic development or similar work with Consolidated HUD grants. Masters Degree is preferred.
