Position Summary
The Lincoln County Sheriff's Office is hiring a Pretrial Justice Counselor to serve clients in the Lincoln County jail.
The person in this position will have the skill to interact professionally with individuals who have mental and emotional disturbances, developmental disabilities, and alcohol or drug abuse problems. With their knowledge of mental health treatment, the employee will provide assessment, diagnosis, and treatment planning for our clients. The Pretrial Justice Counselor is a liaison between jail staff, courts, clients, and treatment programs. They help facilitate ongoing educational programming to our clients.
Essential Functions/Major Responsibilities
Provide individual or group counseling including diagnosis, treatment planning, counseling, and follow-up :
Assist with needs assessments in the specialized areas of mental health/alcohol and drug dependency and participate in the design and implementation of programs.
Consult with other agencies in assessing diagnosis and treatment of emotionally, behaviorally disturbed persons.
Treat/assess emergency mental and emotional disturbance cases by providing crisis intervention services.
Provide death notifications to clients.
Act as liaison between jail staff, courts, clients, and treatment programs:
Act as a consultant to Judges in a capacity that requires professional judgment calls as to assessing risk factors.
Develop and maintain a working knowledge of criminal law, case law, judicial system, jail standards, health standards and related jail statutes.
Provide training and support for staff in various areas including, but not limited to, stress management.
Facilitate educational programming to clients:
Counsel and refer clients to appropriate resources and services to enhance client welfare, staff safety and community impact.
Assist clients with transition services from pretrial supervision to the community.
Consult with supervisors on matters affecting the mental health of clients and staff.
Review intake screening of new clients:
- Prepare necessary records, reports, clinical evaluations, and correspondence to document work.
Typical Qualifications
Minimum Education Level
Masters
Specifics: Master’s degree specializing in clinical social work, psychology or a related field is required.
Minimum Experience Level
None
Specifics: Has experience in mental health counseling/therapy and sufficient education/certification to perform the essential job functions as determined by the Sheriff.
Substitution Note: Any satisfactory combination of experience and training which demonstrates the ability to perform the job as determined by the County.
Driver’s License
Oregon Driver's License required
Specifics: Must obtain within 30 days of hire.
Desirable Qualifications: Oregon license in social work or counseling psychology (LCSW, LPC, LMFT) is preferred. If licensed the employee is required to maintain current and active licensure/certification/insurance and to provide the appropriate verifications at the time of renewals. Bilingual and /or bicultural competencies for the Latino population.
Job Conditions:
Work is primarily indoors with limited field work, often noisy, confined, crowded, hazardous and potentially high risk. Restricted to work area(s) with violent and combative arrestees/clients while maintaining composure and professionalism. Exposure to abusive language, personal and family threats and possibility of physical assaults. Occasional exposure to use of force. Works in an environment with little natural lighting or direct ventilation. Potential for contact with persons infected with a variety of communicable diseases, including but not limited to, Tuberculosis, MRSA, Scabies, Hepatitis B, HIV and AIDS. Working hours to be determined by the Sheriff.
