The Role
This manager position provides leadership and direction to the team responsible for the project management of variety of NNS infrastructure efforts. Projects may include but not limited to work on the shipyard infrastructure such as buildings, dry docks, piers; upgrades, maintenance, modifications and/or construction of new waterfront infrastructure; other facilities services in support of NNS.
The ideal candidate is a team oriented leader with strong technical and project management skills. A strong communicator with a focus on customer relationships, is adapt at leading a team of diverse knowledge with various levels of expertise, and possesses organizational skills to manage a large volume of projects simultaneously.
Job Responsibilities:
Responsible for all aspects of project management: design, bid & award, construction, commissioning, LCSM, and closeout projects.
Conducts studies, risk assessments, develop options & produce High Level Feasibility Estimates (HLFEs).
Develops project plans to include project justification, scope, deliverables, risk, budget, & schedule. In addition, responsible for quality & accuracy of contractor deliverables. To include: budgeting, progress, & contractor payment approval.
Ensures safety of team, shipyard employees & contractors
Complies with all local, state, and federal regulations. in addition, adheres and administrates all applicable NNS Polices & Procedures.
Responsible for selection & oversight of approved suppliers to implement NNS project work to the highest quality & safety.
Provide input into Labor Resource Planning, Long Range Strategic Planning, and forecasting for Capital AOP & the Forward Pricing Plan.
Responsible for employee training & development.
Lead and participate in process improvement efforts.
Foster and environment of diversity, engagement & high standards.
Must Have
Bachelor's Degree and 6 years of progressive technical experience in research, engineering and design; Master's Degree and 4 years of relevant experience.
Newport News Shipbuilding requires a Bachelor's Degree in engineering from an ABET accredited program.
Nice to Have
Any combination of the following are desired:
Knowledge of utility distribution systems & facility infrastructure design & construction.
Experience in developing design criteria & contract documents (drawings, specification, etc.), establishing execution strategies & selecting the appropriate contract/procurement approach for the type of project & desired contract deliverables.
Experience in managing high volume of minor & major projects & suppliers of engineering services, material, & construction services simultaneously & enforcing associated contractual requirements.
Experience in developing specifications for purchase & installation of all project products, equipment, & materials.
Experience in coordinating multi-trade projects including electrical, mechanical, excavation, power, lighting, telecom, etc.
Familiar with the National Electric Code, ASME Codes including power piping B31.1 & section IX welding &brazing, Virginia Uniform Statewide Building Code, International Building Code, City of Newport News Code of Ordinances, ADA compliance NFPA requirements, & be familiar with obtaining city permits & special inspection requirement for building permits.
Familiar with construction lifting & handling operations & working around cranes.
Register Professional Engineer.
Experience with SAP to include creating work orders, creating operations, obtaining confirmation numbers, researching purchase orders & requisitions.
