Code Enforcement Officer/Licensed Plumbing Inspector
Job Description
Nature of work:
This is technical and administrative work responsible for enforcement in a uniform and
equitable manner of all municipal codes, zoning ordinances, all plumbing rules, as well as
other applicable Federal and State laws and regulations coming under this jurisdiction.
This position is part-time and requires an average of 20 hours per week.
Work is performed under the general policy direction and guidance of the Town
Manager, but the Code Enforcement Officer (CEO) is expected to exercise independent
judgment and initiative in accomplishing code enforcement objectives. Work is reviewed
through reports, discussions, and results achieved. This position requires considerable
contact with the public.
Essential duties and responsibilities:

Reviews all plans submitted with building permit applications according to the
established timetable and process to ensure that all plans are in compliance with
the appropriate municipal, state, and federal laws, ordinances, and regulations.
Issues building/zoning permits to appropriate applicants according to established
procedures to ensure that building construction is in compliance with the
appropriate municipal, state, and federal law, ordinances and regulations.
Works with Fire Department personnel and the Life Safety Officer regarding fire
safety and other life safety issues and inspections.
Works with the Road Commissioner on establishing entrances, driveways, and
other projects in close proximity to roads in Newcastle
With proper authorization through established procedures, initiates and enforces
rules and regulations and initiates legal action.
Analyzes municipal codes and pertinent ordinances and makes suggestions for
revision to the Towns ordinances to ensure that the codes and ordinances are
maintained in a current manner.
Attends Planning Board, Board of Appeals, and Select Board meetings as
requested and provides information concerning cases which are presented in order
to assist the Board(s) in making decisions.
Keeps a complete record of all essential transactions of the office, including
applications submitted, permits granted or denied, variances granted or denied,
revocation actions, revocation of permits, appeals, court actions, violations
investigated, violations found, fees collected, and plans administrated.
Executes all plumbing permits.
Investigates complaints of alleged violations of local land use ordinances.
Performs other related work as required.
Requirements of work:
Knowledge of pertinent municipal, state, and national building and zoning codes
and related laws and ordinances and ability to interpret same.
Knowledge of plumbing codes and permit regulations.
Knowledge of generally accepted proper construction materials and methods in
building, plumbing, and electrical work.
Knowledge of legal procedures involved in the enforcement of codes and
ordinances.
Knowledge of State and local Shoreland Zoning requirements.
Ability to learn new codes such as MUBEC / NFPA as they become applicable.
Ability to conduct field inspections, recognize violations, and obtain compliance.
Ability to work harmoniously with contractors, workers, building owners, other
municipal employees, and the general public.
Ability to learn and enforce the Town of Newcastle Core Zoning Code.
Ability to communicate well both orally and in writing.
Ability to maintain records and prepare reports in various formats (Word, Excel,
TRIO, Google Workspace, etc.)
Training & experience required:
High school diploma or its equivalent supplemented by courses or experience in
building construction, plumbing, and electrical work.
Have or be able to obtain certification within 12 months as a Maine Code
Enforcement Officer.
Have or be able to obtain certification within 6 months as a Licensed Plumbing
Inspector.
Necessary special requirements:
Must possess a valid motor vehicle operators license.
