Cornell Cooperative Extension CCE of Wayne County: 4H Youth Development Team Leader – Newark, NY in Newark, New York

The 4-H Youth Development Team Leader is responsible for providing leadership in the planning, assessment, development, coordination, implementation and evaluation of all 4-H Youth Development educational programs for CCE of Wayne County, ensuring robust and sustained program participation.

Primary responsibilities will be leading the development, coordination and implementation of 4-H Youth programs to include, but not limited to: 4-H Clubs, 4-H Afterschool, a one-week Day Camp – Camp Beechwood, overall, 4-H program, as well as management of all administrative functions for these programs.

This position will work to expand/develop a strong, heavily involved volunteer base in the area of 4-H Youth Development and will provide program implementation and administrative direction, management, and coordination for all aspects of 4-H volunteer management.

The Youth Development Team Leader reports to and works alongside the Executive Director to identify program needs, develop innovative programs, and evaluate program impact.

Required Qualifications

  • Master’s Degree.

  • 2 years volunteer or related work experience.

  • Ability to help ensure diverse, equitable, and inclusive program and work environments.

  • Ability to meet frequent travel requirements associated with this position. A valid NYS driver's license with the ability to drive and driving record acceptable for agency insurance coverage are required.

  • Ability to work flexible hours which may include nights, evenings and/or weekends, as appropriate.

  • Ability to use and learn windows-based software including databases, use of the internet and Microsoft Office Suite including Outlook, Word, PowerPoint, and Excel.

  • Outstanding communication and teamwork skills.

    Preferred Qualifications

  • Degree or coursework in Youth Development, Education, or related discipline

  • Experience with Cooperative Extension or other similar educational organizations.

  • Familiarity with 4-H Club Management and 4-H Volunteer Management.

  • Knowledge of Youth Developmental Assets and how to incorporate them into program development and evaluation.

  • Knowledge of STEM curriculum/principles; leadership, career development, teen programs, healthy lifestyles and citizenship.

  • Ability to read, write, and speak Spanish.

    Position Responsibilities & Essential Functions

    Program Responsibilities:

Program Assessment – 10%

  • Develop methodology to assess 4-H Youth Development programs to ensure that program needs, and strategic needs of the Association are being satisfied

  • Provide leadership in identifying priorities and opportunities to grow and expand the 4-H Youth Development program.

  • Lead the application of subject matter knowledge to identify needs, gaps, and trends in the community in collaboration with supervisor, program committees, staff, Cornell faculty, agency partners, and other community constituents within scope of the Association and Statewide Plan of Work.

  • Analyze program needs based on assessments and input from community groups, staff and other interested parties.

  • Make recommendations for programmatic offerings, enhancements, and/or improvements based upon assessment.

  • May be involved in multi-disciplinary and/or multi-Association team efforts to assess program.

  • Ensure program assessment is within the scope of the Association and Statewide Plans of Work.

  • Maintain direct linkage with Cornell University faculty and program units for program assessment guidance.

Program Development – 10%

  • Apply high level of disciplinary subject matter knowledge to develop educational strategies to meet the needs of youth enrolled in after-school programs, 4-H community clubs, and special interest groups, focusing on STEM, public speaking, leadership development, and college and career preparation.

  • Lead development of educational programs related to 4-H Youth Development based on the Association and Statewide Plans of Work.

  • Provide leadership in development of high-quality educational programs and materials to address the needs of the program and program participants using proven educational methodologies as well as innovative techniques to reach diverse target populations within the community and region.

  • Provide leadership for the development of innovative educational programs for youth development.

  • Ensure program development is within the scope of the Association and Statewide Plan of Work.

  • Structure programs to meet the needs of diverse program participants, in ways that are as equitable and inclusive as possible.

  • Research, identify and select existing resources for the program.

  • Develop relationships with partner agencies, organizations, industries, community leaders and other stakeholders to obtain their assistance in program development and ensure that stakeholders are engaged in the program development process.

  • Make programmatic changes in program development based on program evaluation outcomes.

  • Participate in multi-disciplinary and multi-association team efforts to develop programs to address priority issues as appropriate.

  • Ensure that program development and related activities are within scope of the Association Plan of Work and are within the mission of Cornell Cooperative Extension.

  • Maintain direct linkage with Cornell University and other Land Grant University faculty and program units for program development guidance.

Program Delivery – 20%

  • Lead the development of high-quality educational lesson plans to address the needs of the program and program participants in the 4-H Youth Development area including using proven educational methodologies as well as innovative techniques to reach diverse target populations within the community and region.

  • Deliver high quality 4-H Youth Development educational programs and events including, but not limited to: volunteer leadership, club management, community service, civic engagement, STEM, life skills development, leadership, and healthy lifestyles that address local, regional and statewide 4-H Youth Development programming priorities.

  • Serve as subject matter expert in the area of 4-H Youth Development for staff, volunteers, participants, community organizations, parents, general public and other Youth Development professionals working within the county and the region.

  • Conduct educational outreach through mass media such as social media, website, newsletters, and print media.

  • Deliver information to community members though formal and informal networks, such as relevant committees, community groups, networking, formal presentations, etc.

  • Deliver volunteer trainings, including but not limited to presentations, workshops, seminars, conferences, individual consultations, electronic and digital media in support of program delivery.

  • Maintain direct linkage with Cornell University and other Land Grant University faculty and program units for program delivery guidance.

  • May be involved in multidisciplinary and multi-association team efforts to deliver program.

  • Ensure program delivery is within the scope of the Association and Statewide Plan of Work.

Program Evaluation – 5%

  • Develop program evaluation framework and tools to measure program impacts and gain input/insight for continuous improvement.

  • Interact with youth, parents, staff, volunteers, community members and funders to collect evaluation data for improving programs.

  • Provide leadership in analyzing and evaluating 4-H Youth Development programs for strengthening and improving programs.

  • Communicate outcomes and make recommendations to the relevant constituencies including Executive Director, Board of Directors, Cornell faculty, county, and community leaders.

  • Maintain direct linkage with Cornell University faculty and program units for program evaluation guidance.

  • Ensure program evaluation is within the scope of the Association and Statewide Plan of Work.

  • May be involved in multi-association team efforts to design or analyze program evaluation.

    Administrative Responsibilities:

Direction – 20%

  • Lead the 4-H Youth Development Team in planning the delivery of 4-H Youth Development educational programs in order to efficiently meet established program goals.

  • Provide leadership for the development of staffing plans that support educational programming efforts.

  • Allocate established budget based on established financial guidelines, procedures from grants and other funding sources, and approval from the Association Executive Director.

  • Propose 4-H Youth Development budgets based on established financial guidelines or procedures and by anticipating expenses.

  • Initiate and develop grant or other funding proposals to secure ongoing or new funding to support and enhance educational program offerings.

  • Assist in identifying and developing relationships with appropriate agencies, organizations, industries and community leaders for program/function.

  • Provide leadership to staff in the development of marketing strategy and program delivery methods.

  • Plan effective strategic external and internal communication and marketing efforts to reach target audiences and meet program objectives through public relation initiatives including networking/collaborating with government, economic, educational and community organizations.

  • Collaborate in Association team efforts through joint planning of multi-disciplinary programs and program activities to deliver 4-H Youth Development programming.

Management – 20%

  • Provide moderately complex administrative management support for established educational program goals and to the overall organization.

  • Solve problems and resolve conflicts that arise in the operation of the 4-H Youth Development programs, utilizing appropriate policies and procedures.

  • Monitor program to ensure that educational content conforms to policies and objectives of the association, is research knowledge based and aligns with University program direction, local and state Plans of Work.

  • Provide leadership in the budget implementation and fiscal management to accomplish program objectives within Association and contractual budget constraints. Assist with identifying ways to reduce costs and maximize existing resources within the Association.

  • Guide the implementation of communication strategies that relate to the 4-H Youth Development program.

  • Manage and direct the work of assigned staff in the delivery of appropriate, established educational programs and activities.

  • Provide leadership for the supervision, direction, and evaluation of 4-H Youth Development staff providing constructive feedback and overall performance management fostering the development of confidence and competence in program delivery and interaction with diverse audiences. Support the staff in maintaining inclusivity in all activities and functions

  • Ensure volunteer direction and management procedures are followed according to established policies and procedures (VIP) by providing guidance, leadership and resources for volunteers and volunteer leaders including recruitment, screening, orientation, training, evaluation, and management.

Coordination/Operation – 10%

  • Provide administrative leadership to the coordination of assessment, development, delivery and evaluation of established educational program goals in the program.

  • Actively serve on appropriate local, regional, state and national committees/task forces that support overall educational and organizational efforts of the Cornell Cooperative Extension system.

  • Represent the 4-H Youth Development program and Association at community functions and meetings or as requested.

  • Submit appropriate grant or other funding proposals, including financial documentation that may be required.

  • Effectively maintain existing professional relationships with other agencies, organizations and businesses to facilitate continued programming efforts.

  • Coordinate 4-H Youth Development volunteer enrollment and reporting process and work with the team to ensure all volunteer files, paperwork, and communication has been completed in accordance with established policies and procedures.

  • Maintain communication with constituents and the community through variety of methods such as newsletters, e-mails, electronic technology, internet, social media, website postings and content.

  • Coordinate marketing and promotion of 4-H Youth Development through public relation initiatives and networking/collaborating with government, economic, educational and other organizations.

  • Collect evaluation data and program needs assessments from program participants based on existing evaluation framework and guidelines.

  • Provide data and information to assist with preparation of reports, impact statements, and success stories for funders, advisory committees, Board and others as requested.

  • Ensure complete confidentiality of all sensitive information regarding all staff, volunteers, participants, etc. at all times.

Professional Improvement – 5%

  • In cooperation with Supervisor and/or Executive Director, jointly develop and pursue a professional development plan as a means to increase competencies relative to position accountabilities and to address changes and Association priorities.

  • Collaborate in activities that are in general support of Cornell Cooperative Extension and perform other duties as assigned.
